Job Duties
The Virginia Department of Motor Vehicles (DMV) is seeking an Motor Carrier Services (MCS) Supervisor to supervise the Operations Team. This position will assist the section manager in overseeing the International Registration Plan (IRP), Federal Motor Carrier Safety Administration (FMCSA)'s Performance and Registration Information Systems Management (PRISM), International Fuel Tax Agreement (IFTA), and EZFleet programs and serve as acting manager when the section manager is absent. The incumbent will educate and provide program assistance to staff and motor carrier customers and share information about DMV services and benefits Virginia offers to the motor carrier industry that is applicable to their business.
Responsibilities Include:
• Clearly communicating the goals and objectives of the unit for all staff and ensuring training schedules and requirements are communicated clearly
• Ensuring paperwork for new employees are submitted timely to prevent any processing delays upon first day of employment
• Supervising the programs and staff through quality control of the programs and assuming full responsibility for the work center in the absence of the Office Manager
• Serving as the PRISM program Coordinator which is a Federal partnership with FMCSA, Virginia, and law enforcement
• Assisting with the review and completion of financial reconciliations, deposits, transmittals, refunds and assessments
• Representing Virginia at IRP, PRISM and/or IFTA meetings and conferences involving other IRP and IFTA member jurisdictions as needed

Minimum Qualifications
• Working knowledge and full utilization of management principles and practices for service and production operations, process improvement methods, communication techniques, training needs assessment, and personnel rules and regulations. Demonstrates ability to manage and direct staff. Demonstrates skills in leadership and human resource management.
• Ability to develop reports, training and procedural documents
• Working knowledge of accounting principles and practices
• Demonstrate ability to composing information in a clear, direct, and logically manner both orally and in writing
• Ability to understand and apply mathematical concepts to calculate and verify tax computations
• Experience accurately articulating information to customers and communicating in a courteous, professional and tactful manner
• Experience providing quality customer service in a fast-paced and team-oriented environment while motivating others
• Experience managing multiple assignments simultaneously, working under pressure during peak workload periods, and the ability to adapt to changing work demands and environments
• Excellent keyboarding, and PC skills
Additional Considerations
• Working knowledge of International Registration Plan (IRP), PRISM, and International Fuel Tax Agreement (IFTA)
• Knowledge of federal and state laws and regulations pertaining to the licensing, tax, and operational requirements of motor carriers
• Experience interpreting and applying tax and registration laws, rules, regulations, policies and procedures
• Knowledge in Commercial Motor Vehicle
