Job Duties

Provide supervision, technical direction and policy interpretation on major transportation planning studies, such as environmental studies, corridor studies, etc. Ensure team performance of professional level multimodal transportation planning. Serve as VDOT's liaison with local jurisdictions and transportation agencies on transportation issues. Ensure competent staff support for planning programs and studies such as regional, bicycle and pedestrian programs, and regional or local technical committees.

Core responsibilities for job & position

Liaison and Planning Studies

Represent VDOT at technical or public meetings or committees and serve as liaison with local public transit funding agencies. Facilitate coordination among district staff and transit agencies and coordinate with local jurisdictions and Central Office on technical and policy levels regarding non-motorized planning efforts. Attend commission, board and committee meetings to gain understanding and provide reports on relevant issues to VDOT management.

Program Management

Serve as district lead and focal point spokesperson for intermodal connectivity and multimodalism with local jurisdictions and transportation agencies on various transportation projects and improvements. Manage development, coordination and implementation of District Travel Demand measures in coordination with regional Commuter Connections and other VDOT disciplines. Coordinate with District Multimodal Liaison on traffic mitigation programs developed for mega projects. Work with MPO staff on the implementation of Commuter Connection ridesharing programs.

Support Bicycle and Pedestrian Program or similar Planning Programs

Assist transit agencies, local providers and jurisdictional staff with intermodal connectivity issues for bicyclists and pedestrians. Develop bike and pedestrian safety information and provide to citizens and advocacy groups. Manage database programs and promotional or safety outreach efforts and serve as the focal point for questions related to bicycle and pedestrian accommodations as well as ADA compliance.

Required skills for job & position

• Knowledge of federal and state mandated transportation planning requirements along with demonstrated experience in their implementation.

• Ability to work with diverse groups, including technical staff, elected officials and citizens.

• Ability to apply transportation planning principles and practices to a variety of complex projects.

• Skill and ability to interact and communicate effectively orally and in writing with diverse groups, including technical and non-technical staff, citizens and government officials.

• Ability to interpret and implement a variety of agency, state and federal laws, regulations, rules and policies.

• Knowledge of project management techniques and personnel management practices.

Additional Considerations

• Experience with interagency cooperation, coordination and program or project management.

• A combination of training, experience, or education in Transportation Planning, Urban Planning or related field desired.

• Experience in transportation planning and supervision.
