Job Duties

The Virginia Department of Motor Vehicles (DMV) is seeking a Driver Licensing Quality Assurance Program Specialist. The Driver Licensing Quality Assurance department supports DMV’s mission by conducting all commercial vehicle pre-trip inspections and road skills testing, providing oversight and auditing of all driver training schools, driver improvement clinics and third party testers regulated by the Virginia Department of Motor Vehicles to ensure compliance with regulations and statutory requirements.

This position serves as the agency’s subject matter expert for the Commercial Skills Test Information Management System (CSTIMS), tablet testing equipment, and compliance functions within the driver certification and examiner program. Acts as a liaison between DMV, IDEMIA, and third-party stakeholders to resolve technical issues, implement updates, and maintain communication regarding process improvements. Manages the statewide scheduling of driver certification examiner training programs, oversees audit tracking for driving schools, and represents the agency during annual APR and FCMSA audits.

Minimum Qualifications

•Comprehensive knowledge of driver licensing laws and regulations, including state and federal standards (e.g., AAMVA, FMCSA, CDL)
•Strong technical aptitude with ability to troubleshoot software and hardware issues
•Advanced computer skills, including record management and audit tracking within DMV systems (e.g., CSTIMS, MySelect)
•Strong knowledge and experience with DMV operations
•Problem-solving skills to address discrepancies in testing or audits and resolve operational challenges
•Skilled at training delivery, documentation, and process improvement
• Excellent communication, organization, and time management abilities
