Job Duties

Virginia Energy is seeking a Financial Audit & Risk Manager to support internal audits, assess risks, develop and implement controls, process improvement, ensure regulatory compliance, and report findings to management. The Financial Audit & Risk Manager ensures the integrity of financial operations, compliance with state and federal regulations, and effective management of public funds. This role bridges auditing and financial management functions by providing oversight, analysis, and recommendations that strengthen accountability and transparency in government operations.

Additionally, this position supports internal audits, assesses risks, develops and implements controls and process improvements, ensures regulatory compliance, and reports findings to management.

Responsibilities include:

• Develop and support comprehensive audit plans, programs, and strategies to assess internal controls, risk management processes, and compliance with policies and regulations.
• Lead risk identification and assessment processes across the agency to identify potential risks and develop mitigation strategies.
• Supervise and mentor staff, providing guidance and support.
• Oversee and conduct audits to test the effectiveness of financial and operational controls.
• Collaborate with departments to address issues and implement corrective actions.
• Prepare and present detailed audit reports with findings and recommendations to senior management.
• Work with management to develop and track action plans to address audit findings and ensure effective implementation.
• Stay current with industry standards, regulations, and best practices to continuously improve audit and risk management processes.

Minimum Qualifications

• Experience in auditing, public accounting, or governmental accounting
• Working knowledge of regulatory compliance, government procurement practices, financing programs, and contract administration within complex organizations.
• Experience researching, collecting, organizing, and maintaining accurate records and data.
• Experience recommending and supporting the implementation of risk-based internal controls across an organization.
• Strong verbal and written communication skills, with the ability to analyze and convey information clearly and concisely.
• Demonstrated experience supervising and developing staff.
• Experience working cooperatively with all levels of the organization.
• Skilled in managing multiple projects simultaneously and effectively prioritizing tasks.

CPA preferred
