Job Duties

The Department of Corrections is seeking a dynamic and strategic recruitment consultant to support the agency’s workforce needs through full life-cycle recruitment. This position plays a critical role in attracting top talent, strengthening diverse applicant pools, and ensuring a positive candidate experience from sourcing through onboarding.

Key Responsibilities

Manage full life-cycle recruitment to meet agency staffing needs.
Serve as a trusted advisor to hiring managers by providing consultation, guidance, and strategic workforce support.
Develop and implement effective recruitment plans and sourcing strategies to attract high-quality and diverse candidate pools.
Ensure compliance with state and federal laws, as well as DHRM and DOC policies and procedures.
Partner with HR leadership to establish, monitor, and analyze recruitment metrics and activities.
Identify innovative strategies to increase awareness of employment opportunities for assigned units.
Screen and evaluate applicants in alignment with position requirements.
Maintain recruitment documentation and files in accordance with established procedures.
Prepare professional correspondence and communicate effectively with candidates, hiring managers, and stakeholders.
Manage candidate and hiring manager expectations to ensure a smooth, professional recruitment process.
Collaborate with the Recruitment and Health Services Talent Acquisition Teams to promote operational excellence.

Successful candidates will be strategic thinkers and proactive problem solvers who demonstrate strong organizational skills, sound judgment, and the ability to manage complex recruitment activities. This individual will excel in building effective relationships, delivering high-quality customer service, and contributing positively to a collaborative HR team environment.

Minimum Qualifications

Considerable knowledge of Human Resources policies and procedures. Working knowledge of federal and state employment laws. Demonstrated ability to develop and implement recruitment strategies and plans. Demonstrated ability to provide quality recognized customer service in the administration of HR services, specifically, employment services. Knowledge of recruitment resources and strategic partners used in the recruitment of a diverse job family/career grouping. Strong communication and administrative skills with attention to detail. Ability to successfully interact with a diverse population. Ability to effectively multitask in order to manage multiple candidates and recruitments at the same time. Strong organizational skills. Ability to work in a self-directed manner as well as a contributing member of a team.

Additional Considerations

Proficiency in the Commonwealth of Virginia (COVA) Recruitment Management System to include posting jobs and screening applications consistent with the Department of Human Resource Management’s requirements. HR Certification or advanced knowledge of Human Resources and/or recruitment best practices.
