Job Duties

The Virginia Indigent Defense Commission (VIDC), a Commonwealth of Virginia Independent Agency, is dedicated to protecting and defending the rights of our clients through zealous, compassionate, high-quality legal advocacy. The Agency has 700 employees and 29 offices across the Commonwealth.

The VIDC is seeking a Senior Procurement Officer to join the Finance team. The Procurement Officer will work in collaboration with the full-time Junior Procurement Officer in overseeing the solicitation, execution, and contract administration processes for both non-professional goods and services as well as professional services. This includes ensuring strict compliance with the Virginia Public Procurement Act and all relevant state and agency policies and procedures. The primary objective is to effectively balance the considerations of quality, cost, complexity, and timeliness in the procurement of goods and services while maintaining strong relationships with management, vendors, and internal end users. This position will also assist with surplus property, related operations and other duties as needed. This is a hybrid position that will not exceed 20 hours per week. The Senior Procurement Officer reports to the Budget and Finance Director and is employed at-will.

Duties:
The ideal candidate for this hourly position will have a strong understanding of data processing techniques for purchase management within agency and Commonwealth systems, including eVA. A working knowledge of relevant procurement regulations such as the Virginia Public Procurement Act (VPPA), the Agency Procurement and Surplus Property Manual (APSPM), and the Commonwealth’s Small Purchase Charge Card (SPCC) program. Additionally, excellent customer service skills are required in order to assist internal and external agency customers with procurement related questions.

Minimum Qualifications

The desired candidate must possess the knowledge and ability to work independently in managing contracts, programs, and/or processes with limited supervision. Sound knowledge of contract administration duties, functions, and procedures, demonstrated working knowledge of contract and procurement laws, and policies along with experience in contract development, implementation, compliance and/or administration, and contract negotiations are required. Strong attention to detail is critical for success in this position.

Additional Considerations

Education, experience, and training in Procurement or a related field is preferred.
Demonstrated skill in utilizing eVA the Commonwealth’s electronic procurement system will be considered
