The Virginia Workers’ Compensation Commission’s Criminal Injuries Compensation Fund (CICF) is seeking a compassionate, detail-oriented, and service-driven leader to guide a team dedicated to supporting victims of crime throughout the Commonwealth of Virginia.

Job Duties
The Criminal Injuries Compensation Fund (CICF) helps innocent victims of violent crime in Virginia by reducing the financial impact of crime-related injuries and losses. CICF works closely with victims, families, law enforcement agencies, healthcare providers, attorneys, and community partners throughout the Commonwealth.
The work is meaningful, fast-paced, and emotionally impactful. Team members are expected to approach every interaction with professionalism, empathy, accuracy, and integrity while balancing operational priorities and statutory requirements.
What You’ll Do
The CICF Claims Service Team Leader supervises, coaches, and supports a team of Claims Examiners responsible for reviewing and processing criminal injury compensation claims. This role helps ensure claims are handled accurately, timely, and in compliance with Virginia law while supporting operational quality, process improvement, and trauma-informed service delivery.
The Team Leader also collaborates with law enforcement agencies and external stakeholders to support claims processing, training, and partnership efforts.

VWC Compensation Structure
Virginia Workers' Compensation Commission is an independent agency which allows us to have a more competitive and unique pay structure. This position is a pay grade 8 based on a 14 grade pay structure. Our positions are not classified under DHRM's pay bands.
Telework Structure
Our agency is currently using a hybrid model for teleworking. Our positions currently are not 100% teleworking. However, we do have a liberal telework policy in place and all candidates would be expected to report to our Headquarters as requested.
Telework scheduling is at the discretion of the position’s supervisor, the Executive Director, based on the business needs of the department. Upon hire, candidates should expect to have all training and orientation conducted at the Headquarters Office, or as required.

Minimum Qualifications
• Experience supervising or leading staff in a high-volume, fast-paced environment
• Experience reviewing complex claims, case management, investigations, or similar analytical work
• Strong coaching, communication, and interpersonal skills
• Ability to manage competing priorities while maintaining attention to detail
• Ability to handle emotionally sensitive situations with professionalism, empathy, and sound judgment
• Experience interpreting policies, procedures, regulations, or laws
• Experience working collaboratively with diverse stakeholders, including internal staff and external partners
Additional Considerations
• Working knowledge of the Code of Virginia sections relating to the Criminal Injuries Compensation Fund, medical terminology, Virginia criminal justice processes, and/or law enforcement investigation practices and procedures preferred
• Experience working with crime victims or working with individuals in crisis situations preferred
• Experience delivering presentations and training to diverse groups of stakeholders preferred
