Department Summary

The Center for Human Identification (CHI) is an accredited forensic laboratory on the campus of The University of North Texas Health Science Center at Fort Worth. With funding from the State of Texas and various Federal Government agencies, CHI supports forensic DNA testing, genetic genealogy, anthropological examinations, CODIS operations, investigative support, training, and various research and development initiatives. CHI also manages the Texas Missing Persons DNA Database.

Position Overview

The LIMS/Portal Manager will project manage the implementation of a Laboratory Information Management System (LIMS) and CHI’s participation in the new Texas Crime Lab Records Connect Portal (Tx CLR Connect), then manage both systems in addition to Qualtrax and other laboratory software applications. The LIMS/Portal Manager administers the technical aspects of the LIMS and other applications, ensuring that both LIMS are capable of accurate and efficient capturing and reporting of laboratory data and processes in compliance with various regulatory agencies (i.e. ANAB, FBI QAS, TFSC). Work will involve coordinating user requirements, resolving issues, ensuring quality standards, working with LIMS/Portal support to modify system components, training new users and incorporating new technology. Serves as CHI’s liaison to HSC/System IT department.

Minimum Qualifications

  • Bachelor's degree in a natural science or related field and four (4) years of related experience; or any equivalent combination of education and experience.

Knowledge, Skills and Abilities

  • Skilled with computers, software applications, databases and data retention policies.
  • Knowledge of laboratory workflow, procedures, and instrumentation.
  • Knowledge of crime lab policies and procedures.
  • Ability to work effectively with external and internal partners and vendors (i.e. HSC/System IT personnel, LIMS, TxDPS and Qualtrax vendors)
  • Skill in developing and implementing programs, training procedures and requirements.
  • Ability to examine data/information, discern variations/similarities, and be able identify trends, relationships and causal factors, as well as grasp issues, draw accurate conclusions, and solve problems.
  • Ability to think critically, troubleshoot effectively, and make timely and sound decisions.
  • Demonstrate an ability to responsibly handle sensitive and confidential information and situations, and adhere to applicable laws/statutes/policies related to access, maintenance, and dissemination of information.
  • Ability to work under time pressure and tight deadlines.
  • High integrity, with a strong work ethic.

Preferred Qualifications

  • Three (3) years of experience using or managing a LIMS preferred.
  • Working knowledge of quality systems and document control.
  • Experience training others in new processes, applications.
  • Experience with a forensic/crime lab or criminal justice agency.

Job Duties:

  • Coordinate the planning, design, modification, implementation, support and maintenance of the LIMS, Tx CLR Connect and Qualtrax systems, including adding new purposes or improvements. 
  • Coordinate with users to identify system requirements, develop functional design specifications to meet requirements and solve operational problems. Oversee the design and implementation of new and revised application methods to meet CHI’s needs. 
  • Oversee and participate in the training of all lab personnel and staff related to the implementation of new or revised applications, and offer guidance, best practices for usage of systems. Train new users. 
  • Create new user accounts, and modify existing user accounts as needed. Create manage, & modify user groups; manage individual user permissions; manage document- and folder-level permissions. 
  • Track and resolve user issues and concerns. Work with relevant support contact(s) to perform troubleshooting and program updates; prepare for launch of and manage software updates, including documentation/release notes and quality management system approval prior to implementation. Periodically audit LIMS, Qualtrax and Tx CLR Connect systems. 
  • Coordinate the initial upload of materials upon launch of Tx CLR Connect portal, then manage the ongoing document transfer and system monitoring. 
  • Assist CHI employees with basic technical support as applicable, and serve as CHI’s liaison to HSC/System IT personnel. Communicate with HSC/System IT department about pending changes, modifications, or upgrades to CHI technology systems. Coordinate the access rights of CHI users to the shared drive with IT Accounts Manager. 
  • Create and run reports and queries; extract and analyze data. Research and implement integration opportunities between software. 
  • Work with Quality Director, Lab Director, others to ensure data integrity and maintain security permissions. Keep systems updated with the most current and relevant accreditation standards, including ISO/IEC 17025:17, ANAB 3125, and QAS standards. 
  • Assist the Quality Director, Lab Director, others in preparing the LIMS and Qualtrax systems for assessments and audits; participate with risk assessments; assist with documenting corrective and preventative actions. 
  • Suggest forensic laboratory improvement options, to include incorporating new technology. 
  • Other duties as assigned.
