UNICEF is committed to ensuring that all children and young people acquire the knowledge and skills needed to learn, thrive, and transition to further education, decent work, and active citizenship. However, many adolescents, particularly those affected by conflict and displacement, face barriers to formal education due to interrupted schooling, age-grade mismatches, lack of documentation, and legal restrictions. Flexible learning pathways such as accelerated learning, bridging programmes, alternative delivery models, and links to vocational training can help address these challenges, but their implementation remains inconsistent. This assignment will address three key gaps: limited documentation of effective practices, barriers to certification and progression, and a lack of practical guidance for displacement settings. Drawing on evidence from PROSPECTS partnership countries, the consultancy will identify and analyze promising approaches, examine certification and transition pathways, and develop practical guidance to support UNICEF country offices and partners in expanding quality, flexible education opportunities for adolescents in fragile and displacement-affected contexts.

UNICEF’s expanding mental health portfolio has generated substantial technical guidance, tools, partnerships, and country implementation experience. Dedicated support is now needed to address technical and financing gaps, make global tools and guidance easier to apply, and draw lessons from country implementation to guide future work. Under the Global Mental Health Lead, the consultant will deliver a defined set of technical products covering strategic partnerships and investment opportunities, practical guidance and learning resources for country-level systems strengthening, and evidence synthesis and publications. These outputs will strengthen UNICEF's capacity to support countries in planning, integrating and scaling child and adolescent mental health services within health and community systems.

The Process Consultant will coordinate this process end to end for the Climate and Environment Unit: navigating the Government’s procedure, mapping actors and interventions, running the consultations and providing the technical adaptation and mitigation analysis needed to mature the project, so that UNICEF obtains national endorsement, submits a high-quality concept note and launches the preparation of the full project proposal for submission in 2027. The consultant works under the supervision of the Programme Specialist, Climate and Environment, and in coordination with the technical consultancy support to the concept note.
