International Consultancy – Support to child rights monitoring bodies, Colombo Sri Lanka (home base) in Sri Lanka
Under the supervision of the Chief of Child Protection, the Consultant will provide support to the Child Protection programme in the UNICEF Sri Lanka Country Office to strengthen the child rights monitoring bodies in Sri Lanka. The consultant will work with the Human Rights Commission of Sri Lanka – Child Rights Unit (HRCSL) and the National Child Protection Authority (NCPA) – two entities with child rights monitoring functions. The overarching purpose of the consultancy is to work with the UNICEF team and relevant partners on principles, guidelines and practical operational procedures, enabling (a) the Child Rights Unit of HRCSL to monitor children’s rights within the mandate of the Human Rights Commission of Sri Lanka Act No. 21 of 1996 and (b) the NCPA to carry out its primary mandate of monitoring Violence against Children in a coordinated manner.

This workstream is closely linked with the broader goals and objectives of the CHDP and contributes to UNICEF’s renewed vision for community health and corporate priority on community action for better health and nutrition outcomes for vulnerable populations especially women and children. This work is essential to advancing community health and nutrition related priorities by effectively documenting and communicating impact, advocating for countries’ priority needs in advancing and scaling community health and nutrition and showcasing UNICEF’s efforts to support countries in these efforts and protecting children’s right to health. As such, the consultant will produce communication and advocacy materials, enhance the visibility of countries’ and regional priorities for resource mobilization by developing fact sheets and keeping existing resources and materials up-to-date, and coordinate advocacy and communication work. She/he will also work in coordination with other teams/units in the MNCAH section to ensure complementary of efforts and linkages across workstreams and liaise with regional and country offices as well as external partners to ensure there is robust visibility around UNICEF’s work and that of the CHDP related to community health and nutrition.

Appui à la notation de la maturité des chaines logistiques eau-assainissement-hygiène à Madagascar, 3 mois in Madagascar
L'UNICEF a pris l'initiative de programmer l'adaptation au secteur de l'eau, de l'assainissement et de l'hygiène (EAH) d'un outil qui a déjà fait ses preuves dans le domaine de la santé : l'outil « Maturité de la chaîne logistique ». Cet instrument permet de diagnostiquer et d'évaluer les chaînes d'approvisionnement liées aux médicaments d'urgence, aux vaccins et aux compléments alimentaires. Il s'adresse principalement aux gouvernements et aux agences de développement en tant qu'outil stratégique et de programmation. Il a déjà été mis en oeuvre dans 35 pays, dont Madagascar en 2022-2023. Sa mise en oeuvre est soutenue par une plateforme en ligne qui sert de support à la diffusion des résultats et à la comparaison entre les pays. Cet objectif correspond à un appui à l’étape 6. Cette étude rentre en ligne avec le plan IMERP 2025 de la section WASH et a pour but de retracer tout le processus et la méthodologie de cette initiative d’adaptation de l’outil Maturity Model au secteur EAH. Local Consultant: Digitization of the Mapping of Children Tool in Philippines
To support ECCD Council and DepEd in harmonizing, expanding and digitizing the enhanced child mapping tool to improve data-driven planning for early childhood education and basic education. Specifically, the digitized child mapping tool which will be managed by the LGUs, through the Local Social Welfare Office in the interim, aims to: 1. Review further the tool which has been harmonized and expanded by UNICEF based on DepEd’s tool adopted in 2017, questions and responses in Annual Poverty Indicators Survey (APIS) and Functional Literacy, Education, and Mass Media Survey (FLEMMS), and CFM. 2. Digitize the harmonized and enhanced paper-based child mapping tool. 3. Develop a secure and user-friendly digital platform for data collection, validation, and storage that will be managed by the LGU through the Local Social Welfare Office (in the interim while it has yet to be incorporated in DILG’s RBI) and can be accessed by LGUs and schools. 4. Enable basic data analysis and reporting to support tracking, targeting and planning to ensure that children aged 3-4 years are able to access ECE and smoothly transition to and complete basic education. 5. Design visual dashboards or summary views that present key data trends to LGU and DepEd decision-makers at the barangay and municipality levels. 6. Promote data integrity, accessibility, and reusability through sound data management practices and alignment with LGU, ECCD Council, DepEd and UNICEF data governance standards. 7. Support future integration of the digital tool with national platforms such as DILG’s RBI through standardized formats and metadata structures. 8. Build the capacity of the LGU and DepEd at the barangay and municipal levels in using the digitized child mapping tool for data collection and decision-making.

This consultancy shall be engaged to provide the technical assistance needed for: (1) Conduct of the study and review of the PCB ECCD, and (2) Ensure use of the study and evidence to support development of policy and accountability framework, results and monitoring framework, and action plan/roadmap for the strengthening PCB, most particularly focused on ECD. The consultant shall be engaged and focus on the conducting the assessment of the PCB ECCD. The consultant will be responsible in conducting an assessment/study which will aim to generate evidence that will support the government in improving budget strategy on PCB, particularly for the ECCD. Generating deeper and comprehensive analysis and insights to: - Conduct review on the existing policy framework, processes and practices on PCB ECCD, including key gaps and challenges in policy, capacity, and coordination structures. Review shall also look into the alignment of PCB ECCD to existing ECD laws, guidelines, strategic plans, costed investment plans. The consultant is also expected to reference the findings from the EDCOM Reports. - Generate evidence-based recommendations relevant towards strengthening PCB ECCD and its institutionalization including informing enhancements to policy and accountability mechanisms, results and monitoring framework, and governance structures. - Identify potential areas for reforms and ways forward toward sustainability and strengthening of PCB ECCD as a budget strategy within the PFM systems.
