To conduct a comprehensive costing analysis of nutrition programmes in Afghanistan and estimate the financial resources required to achieve national nutrition targets over the medium term. The assignment will generate evidence on programme costs, resource needs, financing gaps, investment priorities, and cost-effectiveness to support strategic planning, budgeting, advocacy, and resource mobilization. It will also determine unit costs and assess the relative costeffectiveness of key nutrition interventions, delivery platforms, and service delivery models to identify the most efficient approaches for improving nutrition outcomes at scale. The consultant will conduct a Nutrition Programme Costing Analysis to estimate recurrent, capital, and total programme costs at national and sub-national levels, including costs per beneficiary reached, service delivered, child treated for SAM and HR-MAM, pregnant and lactating woman served, FHH supported, CNDCC supported, and health facility delivering nutrition services. . The consultant will also develop 3–5-year resource requirement projections. Based on these findings, the consultant will develop a Nutrition Investment Case demonstrating the burden of malnutrition. The consultant will be required to undertake travel to four UNICEF zonal offices (Mazar, Kandahar, Jalalabad and Herat) within Afghanistan to collect primary data. This may include visits to selected provinces representing different programme delivery modalities and operational contexts. The consultant will conduct consultations with government counterparts, implementing partners, health facility staff, community representatives, and other relevant stakeholders involved in nutrition programming. To provide technical and analytical support to UNICEF's evidence generation and policy work on household vulnerability and shock-responsive social protection, including collaborative analytical products and policy recommendations with UN partners in the context of recent and compound shocks, including the Middle East crisis. UNICEF Sri Lanka generates evidence and policy recommendations to strengthen household resilience and shock responsive social protection in the context of recurrent and overlapping economic, climate, disaster and external shocks. As part of this evidence generation, UNICEF is undertaking a rapid telephone-based household survey to examine household socioeconomic conditions, exposure to recent shocks, coping responses, social protection, access to essential services and child wellbeing, including household-level impacts associated with the Middle East crisis. UNICEF also collaborates with other UN partners on complementary analytical work that brings together different evidence streams and translates them into practical policy recommendations. This consultancy will support two connected areas of UNICEF's evidence and policy work. First, it will use relevant findings from the rapid telephone-based household survey, together with complementary evidence generated with UN partners, to contribute to a focused live case study on shock-responsive social protection, using Aswesuma as the principal entry point. Second, it will support the household vulnerability and social protection component of a broader collaborativeanal Es. This second analytical stream will be explicitly built on the upstream enterprise and value-chain analysis undertaken by the collaborating UN partner(s). Based on the priority sectors, affected worker groups, employment channels and enterprise-level impacts identified through that analysis.
