UNICEF Pacific is hiring two Programme Specialists (Health System Strengthening (HSS)), P3 on a temporary appointment, each to be based in one of the following duty stations of the Pacific Multi Country Office: • Tarawa, Kiribati • Nuku’alofa, Tonga, with regular quarterly missions to Tuvalu Under the technical supervision of the Programme Manager (HSS), UNICEF Pacific Multi-Country Office, Programme Specialists provide technical, managerial and operational leadership for Pacific Healthy Islands Transformation (PHIT) project activities in respective countries (Kiribati, Tonga and Tuvalu). They will act as UNICEF’s primary in-country coordinators, ensuring effective implementation of PHIT activities while maintaining coherence with UNICEF’s broader health and nutrition programming in each of the countries. The roles ensure effective delivery of UNICEF-supported PHIT outputs at country level, aligned with regional designs and supporting to the Centre of Excellence (COE) element for Primary Health Care (PHC) elements; strong partnerships with the Ministry of Health and Project Management Unit (PMU); oversight of local vendors, consultants, and technical partners; alignment of PHIT activities with UNICEF’s broader health and nutrition programming in each country; hands-on support to the PMU for monitoring and evaluation; and compliance with UNICEF policies and donor requirements.

The evaluation further contributes to Impact Result 2 ("350 million more children and young people learning and skilled") by generating evidence on how all-season WASH services impact school enrollment, attendance, retention and learning outcomes—particularly for girls who face barriers related to menstrual hygiene management. Additionally, this evaluation advances Impact Result 5 ("500 million children better protected from disasters, climate and environmental risks") by building critical evidence on the effectiveness of climate-resilient WASH infrastructure in water-scarce settings exposed to extreme weather events, directly supporting UNICEF's commitment to strengthen the resilience of social infrastructure and services to climate hazards. The purpose of this consultancy is to provide thematic evaluation support for the Impact Evaluation on “Accelerating Climate Resilient Water Sanitation and Hygiene Services for Schools and Healthcare Facilities in Karamoja.” The thematic expert will work as part of a multidisciplinary team including the UNICEF Impact Evaluation Specialist, data analyst, and program leads to advise and provide feedback on the technical thematic aspects of this evaluation including robust survey instruments, data analysis and preparation of reports and presentations of the findings.

The purpose of this consultancy is to provide quantitative data analysis support for the baseline phase of the Climate Resilient WASH impact evaluation in Karamoja, Uganda. The consultant will work as part of a multidisciplinary team including the UNICEF Impact Evaluation Specialist, WASH thematic expert, and program leads to ensure high-quality data collection, management, and analysis that meets international evaluation standards. This assignment focuses on establishing robust data collection systems, conducting baseline analysis, and creating comprehensive documentation to guide subsequent evaluation phases.

Child protection consultancy (Barnahus standards and recommendations for Poland), UNICEF RRO Poland, Warsaw (55 working days) in Poland
Violence against children remains a pervasive challenge across the EU, requiring integrated prevention and response systems grounded in child rights, evidence, and sustainability. UNICEF Refugee Response Office (RRO) in Poland, at the request of the Ministry of Justice, is implementing a multi-country project under the EU Technical Support Instrument “Strengthening the response to violence against children through better informed policies and enhanced institutional capacity”. The project will contribute to the improved children’s safety in Poland and Romania through a strengthened response of the authorities to prevent and combat violence against children. The general aim of this consultancy is to contribute to the ongoing reform on child protection and response to violence against children in Poland in the area of multidisciplinary and interagency (MDIA) services (Barnahus, Barnahus-type or Child Advocacy Centers models). This aim will be achieved through: (1)developing a set of recommendations, with the goal of providing guidance on the steps in strengthening the response to violence against children via creating and sustaining MDIA centers, and (2)designing Polish standards of these centers, including detailed service standards and competency profiles both based on the various evidence generation activities conducted within the project (mapping of services, capacity assessment, legal analysis, and the desk review of EU good practices).
