It envisions a rights-based, inclusive, and culturally relevant education system that ensures “no child is left behind” and promotes the aspiration of “one professional per Bangsamoro family,” positioning education as a key driver of peace, moral governance, and socio-economic development. Developed through a participatory, evidence-based process with strong support from partners such as UNICEF and UNESCO, BERDP 2035 outlines systemic reforms in access, quality, governance, and data-driven decision making, aiming to create an equitable, resilient, and learner-centered education sector that responds to the unique needs and identity of the Bangsamoro people. To respond to the said bottlenecks, this consultancy aims to directly provide technical expertise and support to MBHTE in: Updating the situational analysis section of the BERDP 2035 to capture and reflect recent and current data on education in BARMM; • Improving the Plan’s M&E Framework by providing accurate data on baseline and targets; • Enhancing the Plan’s Financial Framework by presenting funding requirements and budget projections that are responsive to the real needs and situation of the education sector in BARMM • Establishing coordination mechanisms (including the establishment and activation of Bangsamoro Education Board) to monitor the operationalization of BERDP 2035.
