They will act as UNICEF’s primary in-country coordinators, ensuring effective implementation of PHIT activities while maintaining coherence with UNICEF’s broader health and nutrition programming in each of the countries. Violence against children remains a pervasive challenge across the EU, requiring integrated prevention and response systems grounded in child rights, evidence, and sustainability. UNICEF Refugee Response Office (RRO) in Poland, at the request of the Ministry of Justice, is implementing a multi-country project under the EU Technical Support Instrument “Strengthening the response to violence against children through better informed policies and enhanced institutional capacity”. The project will contribute to the improved children’s safety in Poland and Romania through a strengthened response of the authorities to prevent and combat violence against children. The general aim of this consultancy is to contribute to the ongoing reform on child protection and response to violence against children in Poland in the area of multidisciplinary and interagency (MDIA) services (Barnahus, Barnahus-type or Child Advocacy Centers models). This aim will be achieved through: (1)developing a set of recommendations, with the goal of providing guidance on the steps in strengthening the response to violence against children via creating and sustaining MDIA centers, and (2)designing Polish standards of these centers, including detailed service standards and competency profiles both based on the various evidence generation activities conducted within the project (mapping of services, capacity assessment, legal analysis, and the desk review of EU good practices).
