Job organizational context:
Cote d'Ivoire is located in a fragile sub-region, where ethnic, cultural and social ties transcend national borders, and so do conflicts. Successive crises over the past twenty years have been responsible for many displaced persons and widespread economic underdevelopment in the sub-region. This situation has been exacerbated by the recurrent attacks by violent extremists and incursions by unidentified urban armed gangs in countries bordering the north, further fragilizing the situation in the northern part of Côte d'Ivoire.
Northern regions have a high level of multiple deprivations of children's rights linked to lack of access to quality social services (healthcare, education, nutrition, water, sanitation and hygiene, child protection).
 
UNICEF Cote d'Ivoire, within the framework of the CPD 2021-2025 plan, has initiated programmatic and strategic shifts, one of which is aimed at refocusing interventions where the most vulnerable children are, i.e. (i) reinforcing multi-sectoral convergence in the arc of vulnerability, (ii) strengthening zone offices by increasing their capacities, by enhancing their roles and responsibilities in order to support the implementation of UNICEF programming with corresponding sectoral expertise, in alignment with priorities and KRCs.

How can you make a difference? 

Purpose for the job:
Under the close supervision and guidance of the supervisor, the operation assistant supports the sub national office’s sections by carrying out a range of procedural, administrative, and operational tasks, to help develop, implement and monitor their country programme, ensuring timely and effective delivery that is consistent with UNICEF rules and regulations.
 
Summary of key functions/accountabilities:
•Provide operational support to the sections of the sub national office for requisitions, control and monitoring of expenditures and ongoing commitments, in Vision and other applications;
•Provide support to strengthen operational management for the implementation of projects in the North and the Operational Working Plan of the sub national Office;
•Control and monitor the efficient distribution of equipment/supplies required for effective program implementation in the field;
•Provide logistical support for the Korhogo office in liaison with Supply UNICEF and the warehouse office.
•Collecting invoices and filing documents for approval and thereafter processing in VISION and Mycase.
•Supporting the management of administrative supplies and office equipment.
•Maintaining office calendar and arranging meetings. Taking minutes of meetings and keeping the correspondence of the team well organized.
•Providing travel assistance to staff members in section for travel arrangements and entitlements based on the organization’s rules and policies. Liaising with relevant travel focal points to ensure that the organization obtains the best service and price for all travel.
•Maintaining and updating a system which monitors the absence of staff.
•Carrying out transactions in VISION ensuring programme results, activities and programme coding are as per annual work plans (AWPs), and makes amendments and alterations as per section revisions when necessary.
•Supporting capacity development activities, meetings and conferences by making the logistical arrangements, through engaging with facilitators, caterers and hosts; arranging times through liaising with participants over availability; liaising with budget focal points and section over costs and needs; and preparing background materials for participants.
•Develop a management plan for emergency kits and materials stocked in the warehouse in liaison with Supply Abidjan;
•Provide specific support to the Office Manager in the management of sub-national office funds in VISION and other financial expenditures for Petty cash;
•Draft letters, meeting notes and documents for briefings or statutory meetings of the
office in liaison with program staffs and the Chief Field Office;
•Set up an electronic filing and archiving system for the Sub-National Office;
•Ensure supervision of driver colleagues (PERs Follow-up) and monitoring of their activities in relation to their goal development in Achieve ;
•Monitor the car fleet and fuel management in liaison with drivers and administration in Abidjan;
•Liaise with Administration, Supply, Finance, ICT and Human Resources for all activities related to the areas concerned;
•Perform other tasks as required.
 
Impact of Results:
S/He supports the Sub National Office in the compilation and coordination of key work products, ensuring deadlines are met and that established rules and procedures are followed. The support provided by the operation assistant therefore creates the strongest possible administrative platform from which the Sub National Office can then be delivered. The key results have an impact on the overall performance of the country office and success in the implementation of project/programme activities.

Minimum requirements:

  • Education: Completion of secondary education is required, preferably supplemented by technical or university courses related to the work of the organization.
  • Work Experience: 
    • A minimum of five years of progressively responsible administrative or clerical work experience is required.
    • Previous experience in program and/or operations support functions is an asset.
    • Relevant experience in a UN agency or NGO is considered an asset.
  • Skills : 
    • Thorough knowledge of UNICEF operation policies and procedures.
    • Strong organizational, planning and prioritizing skills and abilities.
    • High sense of confidentiality, initiative and good judgment.
    • Ability to work effectively with people of different national and cultural backgrounds.
    • Training and experience using MS Word, Excel, PowerPoint and other UNICEF software such as SharePoint.
    • Strong office management skills.
  • Language Requirements: Fluency in French is required. Knowledge of another official UN language (Arabic, Chinese, English, Russian or Spanish) or a local language is an asset.
