The Programme Assistant ensures proper segregation of duties, strengthens internal controls, and provides the backbone for operations that empower young people across India.

    Consultancy on AI Risk Mitigation Framework for the Pacific Healthy Islands Transformation (PHIT) (for Internationals - remote with travel) at Fiji/Pacific Island Countries

    The purpose of this consultancy is to review and adapt UNICEF’s existing AI Risk Assessment Framework into a practical, operational approach that can be applied by government officials when evaluating AI applications in health contexts. This includes development of a user-oriented assessment tool, risk classification methodology, and accompanying governance guidance that links identified risks to mitigation and decision-making processes.

    UNICEF Supply Division convenes industry stakeholders during Industry Consultations on a yearly basis, and the team also focuses on country engagement and capacity strengthening activities. UNICEF is the leading UN agency for cold chain provision, including related to contracting and market development as well as technical standard setting in collaboration with WHO PQS. The team further provides normative guidance to UNCEF’s global construction activities. Leveraging from global cold chain implementation programmes and construction guidance, the team further provides solarization solutions mainly at PHC level involving both mobilization of turnkey solutions as well as normative country guidance. The Immunization Supply Pillar focuses on the supply and procurement of vaccines, equipment, and related products and infrastructure needs to support immunization and health programmes. This work is carried out in close collaboration with programme group and key partners, such as the Gavi Alliance.

    Since 2014, UNICEF has invested significantly in Digital Public Goods (DPGs) that support programme delivery at scale across sectors and countries. These platforms are important institutional assets for delivering reusable, adaptable, cost-effective solutions and scalable digital impact for children. As UNICEF strengthens digital transformation as an accelerator for results, there is an opportunity to build on the experience of existing DPG teams and make UNICEF’s collective DPG expertise more visible and accessible across the organization and beyond. This includes strengthening collaboration across DPG teams, documenting good practices, identifying opportunities for efficiency, and developing service offerings for country offices and partners. Since 2025, DID DCOE has convened the DPGs at Scale initiative through business model financial analysis, bilateral consultations, and working group discussions. This has created a strong foundation for advancing structured collaboration, shared learning, and portfolio-level thinking on how UNICEF can sustain and scale DPGs effectively. The purpose of this consultancy is to facilitate and coordinate the DPGs at Scale community and help translate the work to date into practical, decision-ready outputs. The consultant will support the development of an operating model for DPGs at Scale, a productized DPG service offering, cost-efficiency options, knowledge products, and structured inputs for senior management consideration.
