About North East Link 

The Spark Consortium has been selected to deliver the Central Package of the North East Link Project - Victoria's biggest road project.

 

The Spark Consortium’s Design and Construction Contractor - which comprises Webuild, CPB Contractors, GS Engineering and Construction and China Construction Oceania - will deliver the twin three-lane tunnels and key interchanges for the project.

 

The Central Package will be delivered as a Public Private Partnership and provides three-lane twin tunnels that will close the missing link in Melbourne’s freeway network from the M80 Ring Road to an upgraded Eastern Freeway, reducing journey times and diverting heavy vehicles away from local roads. Up to 135,000 vehicles will use North East Link every day, reducing congestion in the north-east while maintaining local roads.

 

About the Opportunity:

As part of the landmark infrastructure initiative, the Spark Consortium is on the lookout for an experienced Intelligent Transport Systems (ITS) Project Manager for the Central Package of the North East Link Project - Victoria's largest and most ambitious road construction venture to date.

This pivotal role involves overseeing the successful implementation of ITS solutions including digital signage, PA systems, radio rebroadcast, video surveillance, and mobile phone systems within the twin three-lane tunnels and key interchanges. The ITS Project Manager will play a crucial role in enhancing safety, operational efficiency, and user experience across this major infrastructure.

 

Key Responsibilities:

  • Lead the planning and coordinate execution, and commissioning of ITS infrastructure, ensuring the successful integration of digital signage, PA systems, radio rebroadcast, video surveillance, and mobile phone systems in line with project objectives and timelines.
  • Spearhead a diverse team of ITS professionals, fostering a culture of innovation, collaboration, and high performance.
  • Ensure compliance with project and state ITS requirements, ensuring seamless integration of project ITS with regulatory authority standards and requirements.
  • Coordinate closely with engineering, construction, and operational teams to ensure seamless integration of ITS components with the broader project infrastructure.
  • Manage nominated financial aspects of the ITS implementation, including budgeting, procurement, and cost control, to deliver value and efficiency.
  • Champion the adoption of advanced digital and analytical tools for project management, monitoring, and reporting, enhancing decision-making and stakeholder engagement.
  • Ensure stringent adherence to safety, quality, and regulatory standards, advocating for best practices and sustainability in ITS deployment.
  • Build and maintain strong relationships with vendors, contractors, and technology partners, securing high-quality services and materials within budget and schedule constraints.
  • Proactively identify and address potential risks and challenges, implementing solutions to maintain project momentum and success.
  • Drive continuous improvement in ITS design and functionality, leveraging the latest technologies and trends to exceed safety and user experience targets.

 

Qualifications:

  • Bachelor’s or Master’s degree in Electrical Engineering, Computer Science, Information Technology, or a related field, with relevant professional certifications.
  • Minimum 10 years of experience in ITS project management, with a proven track record in delivering complex ITS solutions within large-scale infrastructure projects.
  • Comprehensive understanding of the technologies and standards relevant to ITS, including digital signage, PA systems, radio rebroadcast, video surveillance, and mobile communication.
  • Strong leadership and team management skills, with the ability to inspire and guide multidisciplinary teams.
  • Exceptional stakeholder management and communication abilities, capable of effectively collaborating with internal and external parties.
  • Strategic and analytical thinker with robust problem-solving skills and the agility to adapt to evolving project requirements.
  • Familiarity with digital project management tools and methodologies, with a keen interest in leveraging technology for project excellence.
  • Commitment to sustainability, safety, and innovation in the design and implementation of ITS solutions.
