Following the consolidation of a new team, an opportunity exists for a Brisbane based Planning and Development Manager to provide direction and professional advice/assistance on all aspects of planning and development matters within the North region of the Boral business which includes Qld/NT and WA.

The role is integral to securing Boral’s right to occupy and use its land. Boral’s property use rights are reflected in a range of documents e.g. leases, licences, mining tenements, planning and statutory approvals. With direct responsibility for attaining and maintaining statutory approvals, this integral role will project manage the identification, preparation for, and negotiation of successful outcomes on all planning and approval-related matters across Boral’s diverse portfolio including concrete, asphalt, recycling and the extractive and mining industries.

No two days are the same – you will be required to manage the environmental impact assessment for all of Boral’s industrial operations, leading discussions with consultants to ensure planning applications adequately assess impacts ranging from cultural heritage, biodiversity, surface and ground water, traffic, and amenity impacts such as air and noise. Our planning projects reflect Boral’s diverse industrial property portfolio, and you will be a part of a dynamic team, driving positive planning outcomes for our operations.

This role requires demonstrated leadership skills in managing consultants/contractors, guiding business partners, engaging and influencing stakeholders, in order to project manage quarry and other industrial planning approvals  through the development of life cycle to secure Boral’s ongoing and future hard rock and sand reserve position.

Your day will involve:      

  • Fully scope projects, with input from Boral’s internal subject matter experts in environment, geology, mine planning, and operations to ensure any planning application considers all the relevant planning constraints and maximises benefit to Boral’s operations.
  • Direct responsibility for attaining statutory approvals for the establishment or changes to all Boral business operations and end use of properties including influencing and negotiation with regulators, managing budgets and programs.
  • Lead and manage business case development with internal subject matter experts to inform requests for project funding.
  • Lead and manage feasibility assessment with internal and external (consultants) subject matter experts, including the due diligence investigations for prospective sites.
  • Develop project schedules and regularly track status against milestones, with particular focus on critical path items and providing regular updates on project status to internal stakeholders.
  • Lead and liaise with all relevant approvals’ authorities and develop relationships with those authorities to ensure timely submission and approval of development applications and compliance with key approval conditions.
  • Secure and protect Boral’s social licence to operate through maintaining a watching brief and influencing and making submissions on legislation, policy and other proposals that may impact Boral. 

What are we looking for?

  • Demonstrated experience in the town planning, and environmental impact assessment field across Qld and preferably also in NT and WA.
  • Experience managing cross functional teams to secure industrial or mining related planning approvals.
  • Proven ability to negotiate and communicate with external stakeholders, senior management, operational management, local and state government, and statutory authorities to secure tenure and the right to operate.
