The fundamental mission of UNICEF Egypt coutnry office is to promote the rights of every child, everywhere, in everything the organization does — in programs, in advocacy and in operations. How can you make a difference? 

You will report 60% to the Resource Mobilization and Donor Relations Specialist in Partnerships, Private and Public section, and 40% to the Chief of PME in the Planning, Monitoring and Evaluation section.

You will focus on three main areas:

  1. Serve as Programme Associate (Budget and Reports) for the grant management related tasks, financial reports and analysis, reporting to the Resource Mobilization specialist in PPP (Partnerships, Privat and Public sector section).
  2. Serve as the financial and reporting focal person for the European Union and ECHO contributions, ensuring that all requests are responded to in a timely, coordinated and high-quality manner, and in line with UNICEF policies.
  3. Act as backup for the Programme Budget Officer in case of need on issues related to cost distribution, perform the administrative functions and support the monitoring and implementation of the country programme budget reporting to the Programme Budget Officer.

Summary of key functions/accountabilities:

  1. Support in reporting and resource mobilization
  • Contributes to the drafting, preparation and quality review of budgets for proposals, project documents, work plans, and detailed cost estimates.
  • Works closely with program colleagues to monitor budget implementation and utilization on flagship multisectoral grants and recommend adjustments as necessary.
  • Prepares and participates in financial reporting and budget analysis
  • Support to quality review of all donors financial reporting and provide budget expenditure analysis as per donor partner requests, including financial reporting for office flagships multisectoral grants.
  • Monitors office wide and grant specific progress and compliance of grants and monitoring of the cross sectoral expenditures
  • Maintains budget files, records and monitoring systems and reports on digital storage.
  • Researches, analyzes, verifies, and synthesizes data and information to assist in the preparation of periodic or ad-hoc financial reports relating to country office and donors to support the office in optimizing use of programme funds.
  • Produce monthly updates and quarterly analytical reports to the Country Management Team on funding gaps and funding status at outcome/output level for CPD, top donors, status of funding pipeline 
  • Carries out transactions in UNICEF operational systems pertaining to contribution agreements.
  • Assist in improving the processes related to the tasks listed in this section aiming at making them more efficient/effective
  1. Support to monitoring and reporting of programme results
  • Provides support to monitoring of budget and financial implementation of programmes, ensuring compliance with UNICEF rules and regulations, keeping supervisor informed and advised on actions for decision/follow up.
  • Supports preparation of recurring reports as required for budget preparation, audits.
  • Supports the preparation of funds and bi-weekly/monthly grants utilization reports and proactively highlight areas for action.
  • Maintains budget files, records and monitoring systems and other data for day-to-day transactions and reports on digital storage.
  • Supports the Programme Budget Officer in PME unit to undertake day-to-day transactions and acts as OIC during their absence as required and supports the Country Office in the administrative functions and monitoring and implementation of the country programme budget.

Minimum requirements:

Education: 

Completion of secondary education is required, preferably supplemented by technical or university courses related to the work of the organization; A bachelor degree in the field of business administration, management, accounting, finance or related areas may replace 3 years of relevant work experience and Masters degree may replace 2 years.

 Work Experience: A minimum of six years of administrative or clerical work experience is required. Experience in budget management, contribution management, grant management or similar work in experience in a related area is required.

 Specific skills Required:

  • Attention to details, ability to interpret and analyze financial data, and present findings in a clear and concise manner is required.
  • Ability to work effectively with people of different national and cultural backgrounds.
  • Strong communication, organizational, planning and prioritizing skills and abilities.
  • High sense of confidentiality, initiative and good judgment.
  • Ability to effectively manage material resources and monitor budget
  • Knowledge of UN/UNICEF corporate governance and organizational structure.

Language Requirements: Fluency in English is required and Arabic is an asset.

Desirables:

  • Prior experience in programme support functions is an asset.
  • Understanding of UN/UNICEF rules, regulations, policies, and procedures is an asset.
  • Relevant experience and knowledge in the United Nations system, its key actors and coordination mechanisms as well as the organization is considered as an asset
  • Familiarity with UNICEF’s financial systems (e.g., SAP/VISION) and programme budgeting processes is an asset.
  • Experience in supporting EU/ECHO funded projects/programmes is an asset.
  • Advanced knowledge of MS Excel (e.g. pivot tables, data analysis functions, ideally VBA coding) is required. Knowledge of Power Bl is an asset.
  • Knowledge of grant management principles, including compliance with donor requirements is an asset.
