Liaison and coordination support to UNICEF’s high-level engagements with Member States (East Asia and Pacific; South Asia; Latin America and the Caribbean); grant management for same regions.

The proposed consultancy is requested to provide business continuity to cover the workload of the PPD Asia-LAC team from 1 September to 31 December 2025.  

Currently, the PPD Asia -LAC team is at minimum capacity with only two staff: a P5/FT Team Lead and a P2/TA Partnerships Officer covering EAP, SA and LAC. In recent years, the PPD services required for UNICEF’s operations in emerging economies has increased, and the P2 Partnerships Officer position has been critical in terms of providing logistical liaison between UNICEF and Permanent Missions, drafting of briefing notes and readouts, grant creation, and escorting executive management in high-level meetings. The role has also been critical in terms of providing New York level liaison with two established, high-maintenance donors: Japan and the Republic of Korea.

How can you make a difference? 

The consultant will provide support to PPD Asia-LAC team for liaison, coordination, scheduling, drafting briefing notes and readouts for high-level meetings and escorting senior leaders to and from these meetings; as well as grant management support for country offices in the Asia-LAC regions.

  1. Liaison and coordination support to high-level engagements with Members States
  2. Follow-up on commitments made with Member States during UNGA80 (to hold in September 2025) including the Conference on Rohingya and other Muslim Minorities co-chaired between Malaysia and Finland
  3. Guide and support COs on opportunities for partnership and resource mobilization with a focus on funding partner diversification
  4. Follow through on grant creation for funding to UNICEF from emerging economies, liaising with Legal Office to finalize agreements 
  5. Provide service and liaison in the relationship with Permanent Missions on operational and strategic matters for UNICEF
  6. Prepare presentations on donors in assigned regions
  7. Complete public donor risk mapping for Asia-LAC regions

To qualify as an advocate for every child you will have… 

  • An advanced university degree (master’s or higher) in International Affairs, Diplomacy Studies, Public Administration or related fields of study
  • A minimum of 5 years of relevant professional experience in Resource Mobilization, Liaison and coordination support to high-level engagements with Members States
  • Knowledge of Asia and / or LAC
  • Resource mobilization in emerging markets
  • Excellent client relations
  • Attention to detail
  • Teamwork  
  • Developing country work experience and/or familiarity with emergency is considered an asset. 
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
