How can you make a difference?
Under the general supervision of the Chief of Education, the Learning Recovery Programme Specialist will perform the key responsibilities listed below to promote children’s timely recovery and improvement of learning and wellbeing outcomes. A critical aspect of this role will be utilizing and synthesizing data to inform decision-making and tailor interventions, ensuring that all actions are evidence-based and responsive to the specific needs of children, especially those out of learning. By analyzing education data and performance metrics, the specialist will ensure that access to safe, equitable, inclusive, and quality education is not only maintained but strengthened, helping to identify gaps, track progress, and continuously adjust strategies to foster better learning outcomes. This data-driven approach to the earthquake response and early recovery will be fundamental in shaping the programme’s overall success. The specialist will also support quality learning recovery and continuation for children impacted by the earthquake and on-going complex emergencies through expansion and enrichment of digital learning (including practical online/digital learning assessment) and other innovative learning options, drawing lessons and good practices from other countries as well as strengthening exiting local practices.

Minimum requirements:
Education: An advanced university degree in one of the following fields is required: education, economics, psychology, sociology, or another relevant technical field.
Work Experience: A minimum of five years of professional experience in social development programme planning, management, and/or data management is required.
Skills:
- Ability to support and enhance quality learning recovery and continuity for children affected by emergencies, including natural disasters and complex crises, through the design, expansion and implementation of digital learning platforms and innovative educational approaches.
- Proven ability to develop clear, evidence-based guidance papers, strategic briefs, and program materials to support learning recovery initiatives. Skilled in data analysis and crafting targeted documents that effectively advance advocacy efforts, inform decision-making, and guide program management, ensuring strong alignment with UNICEF’s objectives for building back better and post-earthquake learning recovery.
Language Requirements: Fluency in English both speaking and writing is required.
Desirables:
- Developing country work experience and/or familiarity with emergencies.
- Proven professional experience in development and management of Education is desirable.
- Proven experience in large-size programme operations (partnership management with INGOs/CSOs etc., financial and programme implementation management and monitoring) is considered as an asset.
- Experience and knowledge in developing and/or improving digital learning platforms, contents and assessments as an asset.
- Demonstrated experience in practical online and digital learning assessment, with the ability to integrate lessons learned and best practices from international contexts while strengthening existing local educational practices to ensure inclusive, equitable, and effective learning outcomes.
- Experience working in a complex emergency with conflict context is considered as an asset.
