Job description:

To lead a dynamic Office of the Secretary team, to provide direct support to the Secretary and ensure the effective administration of the Department’s workflow management (Secretariat) and Ministerial support teams. To lead a client-focussed, creative and high performing team, that seeks solutions, business improvements and strong, service-based Provide high level strategic and operational advice to the Secretary, and the Department’s Executive. The Chief of Staff will manage day-to-day operations in liaison with all Ministerial offices for the Department, clients and stakeholders ensuring alignment with strategic goals

Period of Appointment

Appointment to the role is on a fixed term flexible basis (up to 73.5 hours per fortnight) for 12 months. 

Duties

  • Lead a collaborative, client focussed team to provide high level executive support to the Secretary, ensuring the Secretary is properly briefed and informed in order to lead the Department and address issues that arise.

  • Liaise with Senior Executives and staff within Ministerial Offices on a range of issues to ensure the accurate, timely, responsive management of Ministerial and Department information, briefings and correspondence.

  • Direct, oversee and seek creative ways to enhance the Secretariat and Ministerial Support Services team. Promote reflection, growth and business improvement in response to client feedback, to deliver contemporary high quality services and practices.

  • Lead priority projects of the Secretary / Department, using high-level strategic thinking and negotiation skills to collaborate with people across the agency to design and implement fit for purpose project outcomes.

  • Create, establish and evaluate mechanisms and procedures to ensure the timely and precise exchange of information both internally within the Department and externally with Ministerial Offices. This includes the creation and provision of training and resources to aid Departmental staff in handling requests for information.

  • Oversee the procedures associated with the Cabinet, Executive Council, State Parliament, and comprehensive government and Agency reporting.  Stay abreast of changes and best practice in the governance environment in which the Service operates.

  • Authoritatively compile information such as briefings, minutes, submissions, committee documents, meeting materials and official replies to bolster the governance of the Department, assist the Secretary, Ministers and serve the Executive members.

  • Handle intricate and sensitive inquiries that require confidentiality and prompt attention, draft and scrutinise communications and deliver advanced research, analytical, and quality assurance support in a multifaceted and delicate operational and political context.

  • Seek, create and maintain strong relationships across the Department, State Service, with stakeholders of the Agency and its Minister’s Offices, to assist in the achievement of the Secretary’s goals.

  • Represent the Secretary and Department in high level forums including at the whole of government level.  Deploy negotiation and influence to achieve outcomes in line with the Department’s goals and values.

  • Assist with additional responsibilities across the organisation to ensure the timely access to information for department level purposes. Including but not limited to advice directly to the Secretary and tasks related to the Department’s Annual Report
