About the role
In this role, you will be accountable for maintaining and promoting works related to the quality control of road, drainage and concrete construction.  The successful incumbent will also provide support to the Program Delivery team throughout a range of varied operational and administrative activities.

Classification: Band 5 ($76,355-$86,617 pa plus super) or Band 6 ($90,263-$97,365 pa plus super) based on experience

Key responsibilities include:

  • Supervise work of contractors/internal work crews to ensure compliance with Council standards, specifications, approved construction plans, contract documentation and that all works meet contract conditions in terms of quality and timelines.
  • Monitor contractor construction techniques to ensure they are safe and in accordance with relevant Council procedures, submitted SWMS and all State and Federal Government legislation and standards. 
  • Negotiate with contractors to ensure efficient implementation of projects and advise the Principal Delivery Engineer of any decisions made associated with any construction aspect, potential public liability claim or conflict with the public to obtain follow up direction, guidance or approval of actions.
  • Assist in preparation, maintenance and delivery of 3-year programs for recurrent and capital renewal programs within Major Projects.
  • Implement capital projects through Council’s Procurement System as required.
  • Provide updates on progress of programs to the Principal Delivery Engineer as required
  • Closely monitor progress of works to ensure accurate quantities are used in determining contractor payments.

About you
To be successful in this role, you will have a tertiary qualification in Civil Engineering, or substantial relevant experience in a similar role.

Essential:

  • Excellent interpersonal skills, including strong communication skills both written and verbal with the ability to negotiate and persuade.
  • Good time management skills with a proven ability to prioritise competing demands and changing demands.
  • Self-motivated with the ability to work both autonomously and as part of a dynamic team.
  • Understanding of Occupational Health and Safety (OHS) issues in regard to civil construction works.
  • Basic understanding of worksite traffic management.
  • Capability to deal with difficult stakeholders, both internal and external, in order to deliver best for Council outcomes.
  • Local Government experience, or experience operating within a highly political environment.
  • Current Victorian Drivers Licence
