About the role
In this role, you will be a be a trusted expert, driving the development and delivery of innovative strategies and engaging education programs designed to prevent fraud and corruption before they occur. In addition, you’ll oversee internal review processes for infringements and complaints, promoting a strong culture of compliance, transparency, and ethical conduct.
Work type: Permanent, full-time.
Classification: SPL, $160,487 + super.
Key responsibilities include:
- Champion a customer-first approach across the department, implementing best practices to overcome challenges and deliver exceptional services to the City’s customers and community.
- Build and maintain strategic partnerships internally and across the industry to foster collaboration and drive shared outcomes.
- Balance and manage the needs of key stakeholders, ensuring department priorities are met while delivering services that consistently exceed customer expectations.
- Provide expert advice to the Directorate, ELT, and organisational leaders on complex operational and strategic matters.
- Serve as the Public Interest Disclosure Coordinator under the Public Interest Disclosures Act 2012, ensuring transparency and accountability.
- Lead internal investigations into allegations of corruption or improper conduct with impartiality and rigor.
- Develop, deliver, and promote internal integrity awareness programs, offering guidance on integrity matters, including mandatory reporting requirements.
- Offer high-level advice on complex, sensitive integrity and governance issues across the organisation.
- Act as the primary liaison with IBAC, the Victorian Ombudsman, Local Government Inspectorate, and other integrity or complaints bodies.
- Conduct internal reviews of escalated complaints under the City’s Complaints Policy, ensuring fairness and compliance.
- Oversee infringement appeal reviews and maintain the quality assurance framework for infringement management.
- Act as the liaison officer for information requests from the Victorian Ombudsman.
- Lead the development and review of policies and procedures relevant to integrity, compliance, and governance.
About you
To be successful in this role, you will have significant experience in a similar leadership role within local, state, or federal government.
Essential Experience:
- Expert knowledge of relevant legislation, regulations, and policies, with a strong understanding of the local government environment.
- Proven experience in investigating complaints and managing complex matters with discretion and confidentiality.
- Skilled in diffusing challenging situations and influencing both internal and external stakeholders through highly developed interpersonal and representation skills.
- Demonstrated senior leadership experience with a track record of guiding teams and delivering results.
- Strong people management skills, fostering collaboration, engagement, and a productive team culture.
- Exceptional negotiation, writing, presentation, and public speaking skills, able to influence stakeholders and achieve support for departmental outcomes.
- Advanced problem-solving and stakeholder management abilities, building partnerships and driving cooperation across diverse groups.
- Proven experience in leading teams through change, maintaining engagement and achieving strategic objectives.
- Demonstrated expertise in business planning, financial and resource management, and complex reporting, aligning outcomes with strategic goals and KPIs.
- Experienced in project management, successfully delivering small to medium projects on time, within budget, and to high-quality standards.
Preferred candidates will be required to undergo a National Police Check and a Working with Children’s Check as part of the recruitment process (funded by the City).
