The Virginia Maryland College of Veterinary Medicine is seeking qualified applicants for a Director of Budget and Finance. This position reports directly to the Associate Dean for Personnel and Administration and will be responsible for developing and directing all of the accounting, budgeting and financial programs for the college. The successful candidate will develop an annual budget and spending plan, forecasting the college's needs and recommending program budget allocations to college senior management. Chief among the responsibilities of the position is allocation of the state funded budgets to the individual departments within the college and administration of the portion of the budget maintained at the college level. The position is also responsible for many financial elements of the college's research program and coordinating the details of the college's foundation funds. Responsibilities include: Provide oversight for the fiscal operations of the Dean's office including budget development, communication, implementation and evaluation; salary and operating budget adjustments; management of overhead and agency 229; management of end-of-year balances and carryover; management of pooled salaries and position allocations; allocation of student assistantships and graduate tuition payments; management of pooled resources under Dean's direction; oversight of contracts, grants, and their related cost sharing commitments and overhead allocations; coordinating the details of private gifts with the Virginia Tech Foundation; review and approval of orders and purchases; Oversee budget allocations to constituent departments, coordinate and evaluate requests for resources, monitor mid-year and year-end balances, and assist Directors and Deans in addressing unit financial issues in a timely way. Assist the Dean and Associate Dean in management analysis and planning for a variety of single issue and ongoing projects. Develop meaningful financial reports and analyses for college senior management to assist with decision-making processes. Provide advice and training to department heads and fiscal staff in the use of the university's finance systems and preparation and response to internal audit reviews. Supervision of one financial specialist and a post award administrator.
Master's degree in business administration, finance, accounting, or other related business field. In lieu of a Master's degree, a bachelor's degree in business administration, finance, accounting, or closely related field with extensive financial management experience is acceptable. Previous experience managing and overseeing Federal, State, and other sponsored research funds and programs. Previous experience managing a professional financial staff and ability to provide direction to others. Previous experience performing financial/accounting functions such as budgeting and cost/benefit analyses in a higher education setting. Professional experience preparing both detailed financial reports as well as high-level summaries to be used by senior management. Excellent communication skills, including the ability to analyze, summarize and present financial and narrative information clearly, as well as effective writing skills. Demonstrated knowledge and experience with administrative information systems such as Banner. Advanced spreadsheet skills, including manipulation of large data sets. Effective project management skills and ability to work independently. Previous experience developing, implementing and communicating financial policies and procedures. Capacity to think in innovative ways regarding financial matters that impact the college.
Successful experience in change management and/or commitment to evidence-based assessment and continuous improvement familiarity with or previous experience.
Exempt: Not eligible for overtime
