About the Opportunity
We are seeking a proactive HSE Manager to lead health, safety and environmental performance across our Victorian contract portfolio within the Programmed Facility Management (FM) operating division. This is a permanent, full-time opportunity supporting a diverse, multi-site operation delivering planned and reactive maintenance, asset management, and project services for a broad mix of public and private sector clients including utilities and essential infrastructure networks, local government authorities, community housing, correctional facilities, and transport-related assets.
This role sits within the operational division, partnering closely with contract leadership teams to embed safe work practices and strengthen a consistent safety culture across the portfolio. You will also maintain a dotted-line connection to our support HSEQ function, ensuring alignment to our management system requirements, processes and performance reporting.
Key Responsibilities
- Provide visible HSE leadership across the Victorian FM portfolio, promoting a strong “Zero Harm” culture and consistent safety behaviours.
- Ensure the requirements of the HSEQ Management System and relevant site/contract HSEQ Management Plans are implemented and maintained across all contracts.
- Monitor and improve HSE performance against defined metrics, supporting governance meetings and operational reviews with clear insights and actions.
- Lead and support incident reporting, investigation and corrective actions; coach leaders to identify root causes and prevent recurrence.
- Drive proactive risk management: support effective task planning, risk assessments, inspections and verification activities across planned and reactive maintenance environments.
- Strengthen contractor and subcontractor HSE compliance through practical assurance activities, onboarding/induction support and performance follow-up.
- Build strong relationships with operational leaders and client stakeholders, providing pragmatic advice that enables safe, compliant and efficient service delivery.
- Collaborate with internal stakeholders (Operations, Procurement, HR, and the support HSEQ function) to deliver consistent systems, capability uplift, and continuous improvement initiatives.
About You
You are an engaging, hands-on HSE leader who thrives in complex, service-driven environments where work is delivered through a mix of in-house teams and subcontractor partners. You bring sound judgement, strong stakeholder influence and a practical approach to coaching leaders and frontline teams. You are comfortable working across multiple sites, balancing operational realities with rigorous compliance, and you know how to convert HSE insights into measurable improvement.
Additionally, you will demonstrate and possess the following:
- Proven HSE leadership experience within facilities management, maintenance services, building trades/services, utilities, transport, infrastructure or similarly complex operating environments.
- Strong working knowledge of HSE legislative requirements and the practical application of training, consultation, auditing and assurance activities.
- Demonstrated capability to monitor performance, interpret trends and report meaningful safety insights to operational leaders.
- Experience leading or supporting incident investigations and coordinating corrective actions that improve systems and behaviours.
- Confidence working with subcontractors to lift compliance and performance across diverse maintenance categories.
- Strong communication and stakeholder engagement skills (written and verbal) with an ability to influence at all levels.
- Familiarity with integrated management systems and/or certification frameworks (e.g., ISO 45001 / ISO 14001 / ISO 9001) is advantageous.
- A continuous improvement mindset and genuine commitment to coaching leaders and teams to achieve better safety outcomes.
