BACKGROUND

Purpose of Activity/ Assignment:

The fundamental mission of UNICEF is to promote the rights of every child, everywhere, in everything the organization does — in programs, in advocacy and in operations. The equity strategy, emphasizing the most disadvantaged and excluded children and families, translates this commitment to children’s rights into action. For UNICEF, equity means that all children have an opportunity to survive, develop and reach their full potential, without discrimination, bias or favoritism. To the degree that any child has an unequal chance in life — in its social, political, economic, civic and cultural dimensions — her or his rights are violated. There is growing evidence that investing in the health, education and protection of a society’s most disadvantaged citizens — addressing inequity — not only will give all children the opportunity to fulfill their potential but also will lead to sustained growth and stability of countries. This is why the focus on equity is so vital. It accelerates progress towards realizing the human rights of all children, which is the universal mandate of UNICEF, as outlined by the Convention on the Rights of the Child, while also supporting the equitable development of nations.

Related to this mission, UNICEF is directly involved in addressing gender-based violence (GBV) in some of the world’s most intense and complex conflicts and disasters. GBV in its various forms constitutes a global crisis which undermines social and economic progress; as one of the world’s greatest human rights violations, GBV must be addressed to ensure universal rights and principles with regard to equality, security, liberty, integrity and dignity of human beings.  Addressing gender-based violence in emergencies (GBViE) is recognized as a life-saving measure and an essential component of humanitarian action. UNICEF has made GBViE (prevention, risk mitigation and response) one of its targeted priorities in its Strategic and Gender Action Plans (GAP) 2022-2025, as well as in the Child Protection Strategy. GBViE contributes to the results under Goal Area 3 and is a cross-cutting priority across the Strategic Plan, making GBV risk mitigation one of UNICEF’s change strategies and a key contributor across all Goal Areas. GBViE risk mitigation cuts across all sectors and areas of work in UNICEF’s Core Commitments for Children.

As part of its continuous efforts to improve GBV service delivery globally, UNICEF is developing, revising and disseminating key resources (guidance, associated training package and e-learning) to strengthen the service providers’ capacity to offer quality care to child survivors of sexual abuse. In partnership with the International Rescue Committee (IRC), UNICEF finalized the second version of the Caring for Child Survivors of Sexual Abuse Resource Package (CCS) and associated training package (December 2023). The aim of the revision was to ensure learning, evidence and resources from the past 12 years were incorporated into the CCS resources, and that the guidelines and training materials were adapted for different crisis settings, including forced displacement contexts and public health emergencies. In addition, a global CCS e-learning focusing on the basic modules of the training packages (i.e. modules 0-2) was developed in close coordination with the CCS Global Network of Partners and several UNICEF Country Offices to better address training needs across multiple contexts, and to respond to the increased demand for remote and online learning. The content of the e-learning has been translated into French, Spanish, Arabic and Ukrainian. 

Following priority needs expressed by several countries, technical support is now required to expand digitalization of the CCS Training Package to new Modules (Modules 3: Attitudes and Biases and Module 4: Communication with Child Survivors of Sexual Abuse) and additional languages (tentatively: Portuguese, Russian, Romanian, Burmese and/or Amharic, in addition to French, Spanish, Arabic and Ukrainian).

Scope of Work:

Under the supervision of the Child Protection Specialist - GBViE, the consultant will be responsible for the following deliverables: 

1. Digitalize the CCS Training (Modules 0-2) in 4 additional languages

•           Adapt and finalize the translated course content for digital upload in 4 additional languages;

•           Upload the course content in 4 languages on the Agora platform;

•           Support the internal/external testing and troubleshooting in the 4 languages and incorporate the changes.

2. Digitalize the CCS Training (Modules 3-4) on the Agora platform

•           Develop instructional design plan / storyboard (or Alpha version) for Modules 3-4;

•           Deliver the Gold version for Modules 3-4, with final comments incorporated;

•           Integrate Modules 3-4 to the existing CCS course on the Agora platform;

•           Support the internal/external testing and troubleshooting and incorporate the changes.

3. Digitalize the CCS Training (Modules 3-4) in 8 additional languages

•           Adapt and finalize for upload the Modules 3-4 translated into 8 additional languages;

•           Integrate Modules 3-4 to the existing CCS course on the Agora platform;

•           Support the internal/external testing and troubleshooting in the 8 languages and incorporate the changes.

UNICEF will provide guidance throughout the consultancy and make sure all documents, voice-overs, reviewers and information are timely available in each of the languages. The Agora Team will provide technical support as required.

The consultancy will be home-based, with no travel required.

NOTE: Due to current funding constraints, payment for deliverable 3 will contingent upon successful completion of deliverables 1-2 and availability of funds.

Qualifications

Education:

University degree on Instructional design, adult learning, educational technology, human-computer interaction or online and distance education desirable. Social science, design/media or management degree (project management, human resources, business administration, international relations, psychology, etc.) possible if complemented with relevant on the job experience. Additional professional training in LMS (Moodle), programming languages (HTML, JavaScript, Java, etc.), an advantage.

Language Proficiency:

Fluency in English is required. 

Fluency in other languages is considered a strong asset for this role.

Work experience:

•     At least 6-8 years’ experience working on the development and implementation of online and/or blended learning programmes. Experience in working with learning management systems as a solution to deliver e-learning programmes is mandatory, preferably knowledge of Totara and/or Moodle.

 Competencies

•     Exposure to international professional contexts and/or multicultural environments within the United Nations Systems, preferably in UNICEF.

•     Prior experience in the design and development of online learning activities and resources for adults.

•     Prior hands-on experience in innovating and using modern technologies and methodologies to support UNICEF's learning initiatives is desirable.

•     Advanced knowledge and understanding of Moodle LMS environments – in particular regarding content development and set up.

•     Knowledge and experience with Articulate Rise, Camtasia or similar, modern authoring tools.

•     Strong pedagogical skills, capacity to develop self-paced e-learning courses.

•     Good understanding of graphic design for learning principles.

•     Knowledge and understanding of content management platforms and knowledge sharing tools are highly desirable.

•     Attention to detail, excellent organizational skills, ability to work well with others.

•     Ability to work with virtual teams

•     Excellent oral and written communication skills

Requirements:

  • Financial proposal that will include/ reflect :
    • the costs per each deliverable and the total lump-sum for the whole assignment (in US$) to undertake the terms of reference.
    • travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR.
    • Any other estimated costs: visa, health insurance, and living costs as applicable.

  • Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
  • Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.
