About the role
National Parks and Wildlife Service has a unique opportunity for a Senior Project Officer to lead the provision of strategic business analytics, guidance and insights to support improved planning and decision-making in the NPWS fire and incident management program. To be successful within the role you will be skilled at establishing and maintaining effective stakeholder relationships across multiple agencies and research institutions to facilitate ongoing consultation, communication, negotiation, research development and issues management and their optimal engagement and contribution in project development and delivery.
This role belongs to our Bushfire Risk and Evaluation Unit (BR&E). The Bushfire Risk and Evaluation Unit (BR&E) supports the development of the NSW bushfire risk framework to embed environmental risk modelling into fire and land management planning and evaluation. The Unit improves the utility, accessibility and availability of fire and incident related data to enable program reporting and evaluation and develops improved bushfire risk assessment, analytics, forecasting, wildlife emergency response and planning tools
The Unit works closely with the NSW Rural Fire Service to support the developing the next generation of Bush Fire Risk Management Plans by Bush Fire Management Committees across NSW.
About You
The Senior Project Officer will lead the Bushfire Risk and Evaluation Unit’s Evaluation and Metrics team. The team is responsible for developing the technical and analytical capability in NPWS to provide strategic business analytics, guidance and insights to senior management supporting improved strategic planning and decision-making in the NPWS fire and incident management program.
To achieve this outcome, the Senior Project Officer will specifically:
- Lead the provision of strategic analytics, guidance and insights to senior management supporting improved planning and decision-making in the NPWS fire and incident management program including the multi-agency Bush Fire Risk Management Planning process.
- Lead the evaluation, monitoring and reporting of the NPWS fire and incident management program, including delivering improvements to the efficiency, accessibility, and availability of fire and incident related data to meet the needs of improved planning and decision-making
- Lead the development of NPWS fire and incident management program performance monitoring to identify trends and areas for improvement, including developing tools and forecasting models
- Lead the development of priority risk analytic benchmarking models to track key performance indicators (KPIs) and analyse financial and asset data to identify trends and areas for improvement
- Lead the development of fire and incident management reporting business requirements with operational, systems and finance teams to ensure strategic analytics, guidance and insights meets stakeholder needs.
- Lead the delivery of the external program evaluations of NPWS fire and incident management program
- Lead the development of business intelligence platforms to support robust forecasting and performance reporting capabilities that influence leadership insights and decisions
- Lead, with program partners, the development of bush fire risk and landscape ecological fire monitoring metrics.
- Liaise with stakeholders, researchers, and software vendors to maintain strategic alliances to enhance activities and lead to improved fire management program business analytics and forecasting tools.
- Participate in relevant national working parties and advisory groups to improve fire management program business analytics and forecasting tools.
- Undertake operational fire roles including consistent competencies obtained.
Willingness and ability to travel and work in remote and challenging outdoor environments where a moderate level of fitness is required.
Essential requirements -
- Appropriate tertiary qualifications or demonstrated equivalent, relevant professional experience in program monitoring, evaluation and reporting, business analytics and forecasting tools.
- Experience in the use of business analytics and data management tools prepare, analyze, and predict outcomes from data. Experience includes using enterprise data management systems to compile, validate, model and forecast trends to evaluate strategic outcomes achieved.
- Project management skills and experience with an understanding of contemporary best practice in procurement, tendering and contract preparation, in managing project teams, consultants and contractors, and in applying environmental safety and risk management policies and systems.
- Demonstrated experience in developing, implementing and reviewing strategic plans, policies and programs, and in providing strategic and operational advice and recommendations to senior management.
