Pay Range:  $71,500 - $94,000 and determined based on relevant years of work experience.

Position Summary: Responsible for the leadership and strategic direction of the Bursar’s Office of Johnson County Community College (JCCC). Responsibilities include directing all activities related to the Accounts Receivable and Student Financial Services functions, including billing, cashiering, collections, e-commerce, payment processing, refunding, tax reporting, and the campus card system.

Required Qualifications:

  • Second-level manager.
  • Manages the activities of first-level managers and/or supervisors.
  • Responsible for hiring, firing, performance appraisals, and pay reviews.
  • Broad knowledge of the field with proven leadership skills.

Position Details: Job duties include but are not limited to:

  • Provide leadership, direction, and training to staff in day-to-day operations. Implement disciplinary actions as needed. Coach team members through issues or escalations. Develop training and provide advisement regarding Bursar office-related matters. Provide guidance and interpretation regarding relevant regulations and internal policies.
  • Measure and evaluate the performance of team members across the department. Establish clearly defined goals, objectives, responsibilities, competencies, and development plans for each employee. Lead in a way that continuously promotes collaboration, efficiency, and effectiveness.
  • Direct the day-to-day operations and all activities of the Bursar Office, including strategic planning, evaluating operations, and developing standards and workflows. Administer the student account system and payment processing functions. Implement effective strategies for student account reconciliation and resolution of discrepancies. 
  • Ensure proper recording of revenues and the accuracy of financial information, including:
    • building and maintaining detailed codes to ensure proper accounting in the financial system,
    • building and maintaining tuition and fee assessment rules to ensure tuition rates are assessed accurately and recorded in the general ledger, and
    • preparing and adjusting journal entries.
  • Review reconciliations performed by Bursar staff. Prepare fiscal year-end journal entries and audit schedules, including:
    • calculation of deferred tuition,
    • accrual of billings,
    • tuition discounting,
    • calculation of allowance for doubtful accounts,
    • bad debt expense,
    • and reconciliation of tuition revenue.
  • Implement procedures and processes to ensure compliance with college financial policies and local, state, and federal regulations. Develop internal control systems for cash handling, deposit processing, billing, collecting, and student financial information.
  • Advise and collaborate with departments in matters related to payment processing, deposit processing, student account administration, and billing. Communicate relevant information to ensure effective operations and student support. Work with internal and external stakeholders to ensure compliance and safeguard assets.
  • Develop and manage the department’s budget, including maintaining equipment and assets and budgeting for replacement equipment appropriately. Seek ways to maximize the cost-effective use of departmental resources. 
  • Assist the Chief Financial Officer with the management of the financial operations of JCCC and the development of goals and objectives for the division. Conduct strategic planning and develop and implement policies, procedures, and guidelines, maintaining best practices in all actions.
  • Maintain a high level of expertise in JCCC policies and procedures and applicable federal and state regulations relating to Bursar operations and related activities. Stay informed about changes in regulations and implement necessary adjustments to policies and procedures. 
  • Foster a customer-centric culture within the Bursar's office, ensuring a positive and responsive experience for students, parents, and other stakeholders.
  • Provide financial data and analysis to leaders across JCCC to support institutional decision-making.
