LCRA’s Supply Chain leadership team is looking for a versatile, forward-thinking manager to join the Technology Strategic Sourcing team! Our team thrives on continuous learning and development, delivering exceptional customer service and developing innovative procurement solutions to run an effective, cost-aware business. In this role you will use your knowledge and experience to provide leadership and direction to staff in the strategic sourcing, category management and procurement of goods and services supporting the technology needs of the entire organization. You will be trusted to:

- Inspire a culture of learning and development in a positive, collaborative environment.
- Promote strategic analysis in order to find opportunities to reduce costs, improve quality, and enhance strategic decision making.
- Lead staff in engaging business partners to capture clear and concise business requirements and in enhancing internal and external relationships.
- Provide mentorship to department staff in leveraging strategic relationships, driving supplier performance and improving supply intelligence analysis.
- Develop and implement goals, objectives, priorities, and procedures that are in alignment with the established strategic goals and objectives of the department and stakeholders.
- Serve as a leader in the organization, ensuring timely and effective two-way communications with staff.

You qualify with:

- Twelve or more years of experience in procurement of materials, commodities, services or construction, with one year of supervisory experience or relevant experience. 
- A degree in business, public administration, accounting, finance, supply management or relevant field may be substituted per LCRA guidelines for certain years of experience.

You are a great fit with:

- Experience working in public procurement
- Expertise formulating and deploying a category strategy to strategically source and procure technology and cybersecurity goods and services
- Expertise managing and leveraging supplier relationships
- Expertise developing and managing stakeholder relationships
- Experience leading cross-functional teams to achieve organizational objectives
- Experience in leadership or supervision
