Are you ready to lead a dedicated team to help build the future of energy transmission in Texas? At LCRA, we are offering an outstanding chance to lead our Rates & Tariffs department. This role is located in the vibrant city of Austin, TX, and is critical in securing appropriate rate recovery for our transmission business.

You will be trusted to:

- Oversee a team that is responsible for securing appropriate rate recovery for LCRA’s transmission business.
- Lead the production of essential reports, schedules, work papers for rate cases, and financial filings with the Public Utility Commission of Texas (PUC).
- Schedule review meetings, coordinate deadlines, and attend PUC workshops and stakeholder meetings.
- Lead special research projects on complex accounting and financial issues in utility rate proceedings.
- Assist in developing appropriate policy positions for rule-makings that affect transmission and water cost of service rates at the PUC.
- Collaborate with other Regulatory Affairs staff engaged on similar policy issues at the Electric Reliability Council of Texas (ERCOT) or relevant state agencies. Assignments are broad and complex in nature, requiring knowledge of ERCOT wholesale market issues, transmission system operations, problem-solving ingenuity, and leadership.
- Advise billing, finance and other internal stakeholders on billing issues and calculations.
- Act as a primary contact for key regulatory agency staff, primarily at the PUC and ERCOT, building relationships across the electric utility industry.
- Participate in the coordination and communication with cross-functional teams of internal subject matter experts to pursue regulatory strategies, compliance filings or advocacy positions for rule changes at the PUC or ERCOT.
- Manage PUC projects and rule-making activities and may assist with other PUC proceedings including contested cases.
- In conjunction with management and internal/external attorneys, develop LCRA advocacy and strategy positions.
- Implement a strategic plan for communicating and collaborating with internal and external stakeholders.
- Assist Regulatory Affairs team in preparing comprehensive summaries of PUC activities, including open meetings, workshops, and contested case proceedings.
- Maintain thorough knowledge of applicable regulations, rules, and procedures.
- Perform work by traveling independently or with a small team to various LCRA and external locations as necessary.

You qualify with:

- Twelve or more years of experience working with utility regulatory processes in fields such as regulatory affairs, finance, information technology/security, project management, law, or other relevant experience including three years of leadership responsibility. A degree(s) in business, economics, finance, accounting, public policy, law, mathematics or relevant field may be substituted per LCRA guidelines for certain years of experience.
- Driver’s license

You are a great fit with:

- Deep financial acumen
- Familiarity with Texas utility regulatory environment
- Designation as a Certified Public Accountant (CPA) or Chartered Financial Analyst (CFA)
- Knowledge of ERCOT electricity markets, transmission ratemaking, and tariff design.
- Knowledge of electric industry regulation and electric wholesale market operations
- Knowledge of PUC Procedural and Substantive Rules and familiarity with state agency rule-making under the Texas Administrative Procedure Act, Tex. Gov’t Code Chapter 2001
- Skill in negotiation and advocacy
- Skill in conducting research and assessing impact of regulations on business, analyzing and solving complex problems, developing complex policy solutions and drafting reports.
- Skill in verbal and written communication, creating and delivering presentations.
- Skill in communicating effectively with all levels of the organization, including staff, management, and executives articulating complex, technical information to both technical and non-technical audiences
