We are committed to supporting a diverse and inclusive culture that is respectful, welcoming and flexible – a workplace where our people feel supported, valued, and part of our collective success.
About the role
NSW Public Works (NSW PW) is part of the Department of Primary Industries and Regional Development and supports local and state government agencies to deliver critical infrastructure initiatives by providing expert advisory, planning, design, delivery and support services.
We are seeking an experienced Senior Program Manager to lead the Minister’s Stoneworks Program (MSP) Strategy— a 10-year, whole-of-government strategy to preserve NSW’s most iconic heritage buildings, sustain rare trades, and embed national best practice in public-sector heritage delivery.
Based in the NSWPW Heritage, Environment and Planning directorate, this is a program-side, leadership role within our Minister’s Stoneworks team. You will oversee the successful delivery and governance of the MSP, working closely with the teams, Heritage Stoneworks at DPHI, partner agencies, and the extended team of in-house heritage, environment and planning specialists.
You’ll lead the design and implementation of key systems, governance frameworks, and stakeholder engagement processes to ensure timely, cost-effective, and high-quality conservation outcomes. This is a unique opportunity for a senior leader to shape the future of public heritage infrastructure in NSW — supporting cultural continuity, trade sustainability, and intergenerational public value.
At NSW Public Works, you’ll be part of a supportive, motivated, and highly professional team. We offer flexible working arrangements, a strong culture of continuous learning, and the chance to make a meaningful impact through your work.
About You
You are a strategic and outcomes-driven Senior Program Manager with a passion for heritage conservation, skilled trades, and public value. You bring a strong record of leadership in delivering complex, multi-stakeholder programs — ideally within government, infrastructure, or the built heritage environment.
You combine deep program management expertise with a genuine commitment to cultural stewardship, sustainability, and long-term asset resilience. You understand the urgency of conserving our built heritage — not just to maintain physical assets, but to preserve community identity, avoid future costs, and support essential services.
You are confident working across agencies and disciplines, building co-funding partnerships, managing high-value portfolios, and aligning teams to deliver under a clear strategic vision. You balance structure and flexibility, and bring a mindset of continuous improvement to every aspect of your work — from program governance and procurement to digital innovation and people development.
To be successful in this role, you will have:
- Excellent written and verbal communication skills, with the ability to translate complex issues for diverse audiences.
- Demonstrated experience in delivering strategic, long-term programs in heritage, infrastructure, planning, or construction.
- Strong leadership skills with a proven ability to build collaborative, high-performing teams and develop capability in others.
- Expertise in program and policy development, program design, procurement, risk management, and stakeholder engagement.
- A solid understanding of program governance, business case development, and delivery lifecycle planning.
- Tertiary qualifications in Project Management, Heritage Conservation, Architecture, Planning, Engineering, Building or similar — or equivalent trade/post-trade experience in project management.
- Familiarity with NSW Government capital project frameworks and WHS legislation.
- An understanding of infrastructure digitalisation policies and a commitment to digital transformation in infrastructure delivery.
- A current NSW Driver Licence and willingness to travel to regional locations when required.
