Job Summary:

Responsible for applying all supervisory responsibilities and duties including personnel actions under guidance of HR, Budget, Traffic Engineering Guidance and Procedures. Update and Maintain traffic related Standard Drawings and Specifications, Manual of Approved Signs, Arizona Supplement of the MUTCD, and reviews of proposed changes by AASHTO or NCUTCD to the current MUTCD. Perform, coordinate and take to completion all tasks assigned by the Standard Committees to the Traffic and Safety Subcommittee. Support and promote Partnering and ADOT Mission, Vision and Goals.

This position may be available for remote work within Arizona (1 day per week in the office/hoteling).

Job Duties:

Be the Chair of the Traffic and Safety Subcommittee and responsible for all tasks assigned by the Standard Committee. Take the lead and works with the Subcommittee members, FHWA and Contract and Specifications to take it to completion. Obtain approvals from FHWA on any completed assignment by the Standard Committee. Work with the APL team to evaluate new traffic related products for possible inclusion in the APL

Prepares and maintain TGPs for all Traffic Engineering related items. Develop, prepare and maintain Standard Drawings for Traffic Control, Signing and Marking and AZ Supplement of the MUTCD. Maintain the manual of approved signs to current standards. Interpret information related to MUTCD. Represent the Traffic Engineering Groups and ADOT in meetings. Responsible for updating traffic related documents on ADOT Webpage

Serve as compliance manager for in-house and consultant projects to ensure adherence with the State and Federal laws and Design Guidelines.
Coordinate all activities related to compliance review work with the Team Leaders to assign tasks as well. Review plans, engineering studies, reports, estimates and special provisions developed internally or externally for completeness and adherence to applicable guidelines and Standards

Perform general managerial and supervisory duties such as assigning tasks and providing technical guidance, conduct performance reviews, coaching,
mentoring and monitor's employee's progress. Work with the ASO and HR on disciplinary actions to ensure compliance with the State Policies and Regulations. Support and promotes Partnering and ADOT Mission, Vision and Goals.

Knowledge, Skills & Abilities (KSAs):

Knowledge in:
- Advanced technical knowledge of the principles and practices of civil and Traffic engineering, as applied to development, maintenance and improvement of highway System.
- Expertise and strong knowledge of AASHTO Traffic specifications, Standards and best practices relating to Traffic engineering.
- Strong background in computer science and clear understanding of the Traffic Policies and procedures.
- Understanding of Federal and State statutes, agency standards, regulations, policies and procedures pertaining to the areas of assignments; including safety procedures and practices.
- Strong knowledge of Traffic Engineering and Safety countermeasures.

Skill in:
- Strong skills in interpersonal relationships to provide leadership, motivation and guidance to a highly professional and technical staff.
- Experiences in research techniques related to complex engineering assignments, research papers and reports.
- Follows established guideline

Ability to:
- Ability to coach and develop employees, including continuous improvement practices and principles.
- Ability to develop and foster a respectful and trustworthy environment for the Section staff and partnering spirit with agency staff.
- Ability to plan, organize and optimize available resources to meet multiple quality and schedule goals for the Section and staff.

Selective Preference(s):

The ideal candidate must have a bachelor’s degree in Civil Engineering as well as experience equivalent to a Transportation Engineering grade 26.

Pre-Employment Requirements:

Certification as a Professional Engineer in the State of Arizona.

This position requires driving or the use of a vehicle as an essential function of the job and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
