Job Summary:

The Arizona Department of Corrections Rehabilitation and Reentry (ADCRR) is seeking an experienced medical professional and compassionate leader to join our team as our Medical Director. Under the direction of the Assistant Director of the Healthcare Services Division, this position will ensure the equitable application of a Patient-Centered Care Model when monitoring, and evaluating all aspects of medical services, dental and mental health care provided to our inmate population at the Arizona Department of Corrections Rehabilitation & Reentry (ADCRR) institutions and contracted private prisons. As the subject matter expert, this role will direct clinical treatment protocols and guidance to our contracted health services providers and other internal and external entities. The ideal candidate will operate with integrity, support the mission and vision of the Agency, and be familiar with current evidence based industry related practices. This role requires medical acumen and the ability to manage relationships with various stakeholders. The Medical Director will use these skills as the foundation to give guidance, assess policies and practices, and identify and resolve inmate related health care concerns that may impact ADCRR.

 

Job Duties:

Your primary responsibilities will include:
- Review and analyze medical treatment services provided by the contractor.
- Through subordinate staff, ensure the vendor provides timely, professional, and clinically appropriate medical and mental health care to incarcerated individuals in accordance with applicable laws, rules, regulations, policies, and procedures.
- Review individual inmate medical cases and charts as needed.
- Monitor and review medical services for unusual patterns of utilization or denial.
- In conjunction with the Pharmacy Services Monitor, reviews of the formularies used by the
vendor will be conducted.
- Develop utilization review process and assessment tools.
- Assist in developing and implementing monitoring programs, compliance reviews, action plans, and policy revisions.
- Tour facilities and conduct scheduled and unscheduled inspections as needed.
- Prepare required reports and recommendations, including mortality reviews of deceased inmates.
- Prepare mortality reviews
- Approve special diets
- Implement transgender policies and act as liaison to transgender inmates.
- Finalize and submit clemency applications.
- Participate in monthly audits.
- Advocate for telemedicine services and participate in the hepatitis c committee.
- As a subject matter expert, conduct and/or research and respond and/or compose responses to inquiries from internal and external sources
- Guide clinical treatment/protocol
- Complete special projects and assignments within given time frames.
- Attend meetings as warranted.
- Act as the Occupational Health Medical Consultant.

Knowledge, Skills & Abilities (KSAs):

Knowledge of:
- Principles and practices of correctional healthcare management and supervision as set forth by the United States Constitution, Arizona Revised Statutes, the National Commission on Correctional Health Care
- Medical quality assurance and utilization review methodology
- Basic knowledge of fiscal management, including budget, procurement, and outside contracting
- Procedure analysis and policy development
- Research and patient assessment methodology
- Program management strategies; laws, rules, regulations, policies, and procedures pertaining to the assignment

Selective Preference(s):

Minimum of five (5) years of experience providing medical services In a correctional setting and/or correctional healthcare administration

Certified Correctional Health Professional (CCHP)

Pre-Employment Requirements:

Must possess a valid, unrestricted Arizona Medical license

Employment is contingent on the selected applicant passing a background investigation.

If this position requires driving or the use of a vehicle as an essential function of the job, then the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).

In an effort to maintain a safe environment, all employees are required to take a Tuberculosis (TB) test during their New Employee Orientation and every year thereafter.

Retirement:

Positions in this classification participate in the Arizona State Retirement System (ASRS). Enrollment eligibility will become effective after 27 weeks of employment.
