Job Summary:

Management of the entire procurement process in the area of assigned commodities/services of a complex and technical nature. Working under general supervision, develops, negotiates, awards, and administers contracts, agreements, and leases. Analyzes and interprets technical data, policy and regulatory information to plan and coordinate procurement and contract activities.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:

Process Procurement requisitions. Prepare, issue, open, evaluate, and award complex solicitations. Conduct presentations, negotiate request best and final offers, evaluate/award.Conduct carious meetings with customers, pre-bid/offer conferences with vendors and evaluation committee meetings. Participate in focus group meetings.

Provide timely assistance to customers in developing complex technical and performance specifications in areas of specialization. Provide courteous, responsive assistance to customers. Recognize issues and identify actions and address them within the applicable statutes and rules. Elevate to supervisor when necessary.

Effectively and efficiently administer resultant contracts in accordance with contractual provisions. May conduct post award meetings. Timely contract extension or re-bid. Analyze requests, authorize and effectuate applicable contract amendments/change orders.

Under minimal supervision, conduct market research/analysis. Coordinate and analyze data (i.e. PD Report, Off Contract requests, 5% etc.) to determine with customer which commodity/services will be established as contracts.

Review Sole Source and Emergency procurement requests for compliance. Draft formal written determination for review and approval by team supervisor and the Chief Procurement Officer's signature.

Review protested solicitations and awards with team supervisor; draft response and/or Agency Report for review and approval by team supervisor and the Chief Procurement Officer's signature.

Attend and participate in professional training and meetings. Participate as an active member of the Procurement team providing 5 input and feedback for team goals and objectives. Maintain records in accordance with rules, statutes, executive orders, and unit performance measurements. Special assignments as required.

Knowledge, Skills & Abilities (KSAs):

Knowledge:
- To perform the duties of this position, the employee must have considerable knowledge of the Arizona Procurement Code, Commodity Codes, Federal Antitrust Laws, and Federal Acquisition Regulations as well as knowledge of the ADOT and State procurement process.
- Knowledge of ADOT organizational structure and carious ADOT and State policies and procedures.
- Considerable knowledge of procurement and accounting software as well as word processing, spreadsheet, and database applications.

Skill:

- Considerable skills in project management, negotiation, and research and analysis are required.
- Communication and time management skills.
- Skill in interpretation of laws, rules and regulations pertaining to the lawful procurement of goods and services.
- Excellent public contact/customer service skills and verbal and written communication skills.
- Computer skills in various software programs including MS Word, Excel, Access; Advantage; E-procurement System.

Selective Preference(s):

Prefer candidates with a Bachelor’s degree in supply chain management or other related field.
Prefer candidates with training from professional associations or higher education in public procurement or related fields.
Prefer procurement certification, i.e., Certified Professional Public Buyer; Certified Public Purchasing Officer; or other public procurement certification.
Prefer candidates with one year or more of experience working in public sector in areas of related responsibilities such as sourcing, purchasing, and contract administration.

Pre-Employment Requirements:

This position requires driving or the use of a vehicle as an essential function of the job and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
