Job Summary:

The Ambulance Service Certificate of Necessity and Rates Manager oversees the licensing of over 102 ground ambulance services which operate over 1,000 ambulances across Arizona. The manager is responsible for the oversight of processes associated with granting licenses, setting ambulance response times, area coverage, contract reviews, setting rates charged to patients, auditing financial statements, ambulance revenue and cost reporting, process improvement and corrective action plans.

This position is responsible for many complex administrative functions including the interpretation and application of Arizona Revised Statutes; Administrative Rules, ADHS policies and procedures. Conducts the reconciliation of reports and financial data used for accounting and auditing analysis including correcting errors.

Develops work processes and coordinates program activities with other public health offices and stakeholder groups. Assigns work to staff, tracks progress; assures timely completion of all projects, reviews reports and staff recommendations; assists in projects of unusual difficulty, works with agency heads and their representatives to establish goals and objectives for proposed projects and presents findings and recommendations of various studies.

This position conducts and/or attends meetings and conferences related to CON & Rates, and other subjects related to the EMS and Trauma System; Acts as a liaison with Attorney General representatives to include but not limited to hearings and correspondence that may have legal implications, monitors compliance with Decisions and Orders issued by the Director, Provides consultation/training to internal as well as external stakeholders.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:

Oversee all aspects of the Ground Ambulance Services (CON & Rates) section including; daily operations, interpreting and applying complex laws, rules, codes, and regulations, and compliance with ADHS policies and procedures.
Engage in meetings, strategic planning, and policy-making. Supervises CON & Rates staff work assignments,
setting priorities, hiring, discipline, provide training, approving leave requests, and preparing evaluations. Communicate directly with the EMS Bureau Chief on CON process execution and results.
Ensures that policies and procedures are followed by ADHS staff and superior customer service is provided to EMS stakeholders. Monitors compliance with mandates in CON Decisions and Orders prescribed by the Director.
Provides consultation and technical assistance to EMS providers with the preparation of all ambulance applications and/or ambulance service contracts including adequately resolving identified process opportunities. Communicate information to the public, ambulance service providers, legal counsel, or others, via telephone, fax, and electronic mail. Participates in EMS Bureau section meetings, reviews and triages new issues, complaints, and concerns, and assists in the disposition of completed investigations.
Respond to a variety of requests from the Attorney General's Office and from ADHS Administrative Counsel. Represent the EMS Bureau at committee meetings, conferences, administrative and investigative hearings, and other EMS-related meetings and/or activities.
Ensure confidentiality of all application and investigative files per state law, and regulation and in a manner consistent with agency policy. Ensure agency compliance with federal reporting requirements. Special projects and other duties as assigned. Maintain proper documentation to support management, legal counsel and/or auditor requests. Other duties as assigned as related to the position.

Selective Preference(s):

Bachelor's degree in business management, finance, accounting, or related field with 4 years of professional experience, to include two years’ experience in supervising and at least two years managing a public health program. A Master's degree in a related field may substitute for 2 year of professional experience.

Retirement:
