The Department of Emergency & Military Affairs (DEMA), led by The Adjutant General, provides emergency management and military capabilities to the citizens of Arizona and the nation. The Emergency Management Division consists of three sections—operations, preparedness, and financial administration. Each section works collaboratively across the agency and with external partners to manage emergency responses and reduce the impacts of disasters. Additionally, DEMA is the headquarters for the Arizona National Guard, the primary combat reserve of the United States military. The Arizona Army and Air National Guard provide military forces and equipment to accomplish community, state, and federal missions.

Job Summary:

The position provides support to the AZARNG CFMO in all aspects of finance to include accounts payable, payroll, travel, inter agency letters of obligation, and financial status of funds reporting. Responds to inquiries from internal and external customers through in-depth research. Prepares financial reports for appropriations, funds and cooperative agreements.

Job Duties:

• Responsible for all tasks associated with accounts payables. Receives and disseminates invoices, identifies and resolves invoicing discrepancies, conducts research within AFIS and ProcureAZ to mitigate duplicate payments, researches and prepares payment approval from programs and submits payments to State Accounting to be processed within the appropriate financial system. Researches the accounts payable aging report and resolves aging invoices. Resolves billing and payment issues with vendors and program managers through thorough research. Receives, validates, processes, and submits credit card statements for payment.
• Conducts extensive research to respond to internal and external inquiries pertaining to accounts payable, payroll and travel to provide information. Gathers and compiles data and develops detailed reports and graphs summarizing the information.
• Reviews/audits travel claims to ensure compliance with the State of Arizona Accounting Manual and makes necessary adjustments. Stays current with changes to the State's travel policy. Conducts training within the CFMO and reviews travel claim discrepancies with employees throughout the year to provide additional clarification.
• Ensures payroll reports are compiled, analyzed, graphed, and disseminated appropriately to Resource Manager, department supervisors, Deputy FMO, and FMO.
• Compiles utility usage data and prepares Letters of Agreement documents with detailed billing information for Multi-agency MOA's and submits for reimbursement to appropriate agency. Maintains and updates department's tracking system to ensure reimbursement is received.
• Prepares status of funds reports for appropriations, funds and cooperative agreements. Researches and reconciles detailed transaction reports to identify discrepancies. Disseminates information to program managers, Resource Manager and State Accounting.

Selective Preference(s):

Desired qualifications include any combination of experience, education, and training that meets the knowledge, skills, and abilities as described. The preferred candidate should have experience in accounts payables, receivables, payroll and fixed assets. Knowledge of the state accounting manual and the state's procurement process. Successful completion of relevant training and college-level courses in the fields of accounting and finance

• This position requires possession of and ability to retain a current, valid state-issued driver's license appropriate to the assignment. Employees who drive on state business are subject to driver's license record checks, must maintain acceptable driving records and must complete any required driver training (see Arizona Administrative Code R2-10-207.12.)
• In State travel required.
• Candidates for this position will be required to submit to a criminal background investigation as well as possess the ability to achieve a favorable Tier 1 investigation for the purpose of obtaining a Common Access Card (CAC) within one year of hire.
