FACILITIES ADMINISTRATOR

Responsible for complex planning and administering of minor construction and modification of over 1400 facilities across the entire state for the Arizona Department of Emergency and Military Affairs (DEMA). Annually, ensures all minor construction projects and service contracts are executed properly with an annual budget of between $500k and $850k. Coordinates with Federal, State and Local officials on minor construction and renovation of agency facilities. Collaborates and directs architects and engineers under contract in coordination with inter agency personnel in the preparation of complex construction contract documents necessary for minor construction and facility renovations. Must effectively collaborate with the Construction and Facilities Management Office (CFMO) Directors of Energy, Environmental, Resource Management and Master Planning to ensure all minor construction are within the DEMA Master Plan ensuring all regulatory requirements are met. Manages all projects through the project management system Planning resources for Infrastructure Development and Evaluation (PRIDE). Manages personnel at 5 locations across the state. Manages 85% of State Purchase Cards within CFMO. Manages the after-hours emergency maintenance program. Purchases all furniture requirements for entire AZARNG. Manages the security locks for entire DEMA. Annually ensures CFMO State Property Book for facility maintenance valued at over $3million is accounted for accurately. Prepares annual reports relating to the activities of the Facilities Maintenance Department for operational costs. Conducts quarterly building manager training for DEMA.
Responsibilities include:
• Plans, directs and supervises the CFMO Facility Maintenance Departments within DEMA for over 1400 facilities throughout the State. Reviews the plans, specifications of minor construction projects and service contracts in collaboration with the 5 CFMO directorates and all building managers within DEMA to include emergency and after hours work orders.
• Reviews and composes correspondence to all customers within DEMA regarding contracted services and maintenance work order status. Reports and documents all operating costs with facility maintenance to ensure CFMO remains within budget.
• Inspects ongoing maintenance projects to ensure compliance with Federal, State and Local Agency plans and specifications. Ensure all service contracts and projects are executed in accordance with the contracted Statement of Work.
• Supervises Maintenance Managers and teams at 3 locations, across the state ensuring effective operational processes are in place to support all CFMO customers within DEMA.
• Attends weekly and quarterly staff meetings to ensure work orders and services are being executed effectively and provide updated status on current and future projects.

Knowledge of:
• All types of materials, methods and principles of construction and architecture.
• All Federal, State and Local building codes for Electrical, Plumbing, Mechanical and related codes.
• Maintaining and developing a budget.
• Agency organization, function and administrative procedures.
• Blueprints, plans, drawings and schematics.
• Principles, methods and techniques of energy conservation, engineering analysis and design.
Skilled in:
• Use of tools and equipment used in the trades Electrical. Plumbing, Mechanical, Welding, Carpentry, Masonry, etc.
• Maintaining interpersonal relationships.
• Making reports both orally and in writing.
• Basic computer skills with Microsoft Office.
Ability to:
• Accurately provide cost estimates for projects.
• Effectively communicate to upper management as well as subordinates.
• Plan, organize and supervise personnel and projects.
• Assist in the develop policies and procedures.
• Inspect projects for possible violations in building codes, material defects or installation errors.
Desired qualifications include any combination of experience, education, and training that meets the knowledge, skills, and abilities as described. The preferred candidate should have Bachelor's degree in architecture, civil, mechanical, structural or related engineering. 20 years in the construction trades, electrical, plumbing, mechanical, etc. 5 years of which should be in construction management & 3 years of supervision. Additional engineering, architecture or plant experience may be substituted for education on a year by year basis. Current or former ROC license holder.

• This position requires possession of and ability to retain a current, valid state-issued driver's license appropriate to the assignment. Employees who drive on state business are subject to driver's license record checks, must maintain acceptable driving records and must complete any required driver training (see Arizona Administrative Code R2-10-207.12.)
• In State travel required.
• Individual is required to pass a criminal background investigation.
• Candidates for this position will be required to submit to a criminal background investigation as well as possess the ability to achieve a favorable Tier 1 investigation for the purpose of obtaining a Common Access Card (CAC) within one year of hire.
