Job Summary:

The Arizona Department of Corrections, Rehabilitation & Reentry (ADCRR) is seeking a motivated leader to fill the Medication Assisted Treatment Program Administrator position for the development, implementation and over-site of all MAT policies, procedures and practices at Arizona Department of Corrections, Rehabilitation & Reentry (ADCRR) correctional institutions and Community Corrections Reentry Centers. This position also oversees the creation and distribution of orientation to medication assisted treatment materials, coordinates the provision of medication assisted treatment which includes medication for opioid use disorder (OUD) and alcohol use disorder (AUD), group and individual counseling, as well as other substance use disorder (SUD) related treatment activities. Job Duties:

- Develops, implements and oversees the orientation to medication assisted treatment, provision of medication assisted treatment, counseling and other SUD treatment related activities for eligible participants at assigned correctional institutions
- Ensures compliance with all Federal and State Laws, Regulations and Department Orders through continuous document and policy review, scheduled quarterly complex visits and monthly MAT committee meetings
- Constructs and facilitate educational presentations to ADCRR staff across disciplines and platforms
- Offers coaching, guidance and training to contracted healthcare providers
- Creates and distributes MAT-related educational materials and directories
- Maintains consistent, constructive dialogues with internal departments such as Medical, Mental Health, Training, Prison Operations, Inmate Program & Reentry, and Classification to identify shortcomings and/or best practices, to share information and to discuss potential program modifications
- Collects, evaluates, and maintains current MAT data in accordance with ADCRR requirements
- Prepares various administrative reports upon request
- Shares MAT data and statistics with the appropriate governmental oversight agencies, boards and commissions as required by law and regulations
- Oversees and provide guidance on the management of statewide inventories of program related medications and documentation of clients receiving them
- Reviews and updates all other related Medication Assisted Treatment (MAT) documents
- Conducts site visits at adult detention centers across the various jurisdictions to learn about their MAT programs
- Communicates with MAT providers across the various jurisdictions to identify shortcomings and/or best practices, to share information and to discuss potential program modifications
- Ensures ADCRR remains informed of national trends and updates in the field of SUD
- Attends webinars, seminars, workgroups, presentations, and other gatherings relative to MAT or SUD/AUD/OUD
- Drives on State business
- Perform other duties appropriate to the assignment

Knowledge, Skills & Abilities (KSAs):

Knowledge of:
- Public relations, assigned responsibility for establishing and sustaining beneficial business relationships or establishing & projecting acceptable public image
- ADCRR policies and procedures
- Opiod use and addiction
- Medication Assisted Treatment
- Criminal justice systems and offenders and ex-offenders in the criminal justice system
- Management and supervision techniques, peer review, data collection and quality assurance in the medical or behavioral health field
- Provision of integrated behavioral health/medical programming within a multidisciplinary framework

Skill in:
- Effective communication, both verbal and writing
- Studying new data, trends, and best practices for MAT for justice-impacted individuals
- Navigating a correctional healthcare setting
- Coordination and administration of behavioral health or medical service delivery system

Ability to:
- Perform coaching as necessary
- Serve as liaison between agency personnel, inmates/probationers, and treatment provider
- Facilitate training and offering leadership
- Define problems, collect data, establish facts and draw valid conclusions

- Handle sensitive inquiries from and contacts with officials and general public

Selective Preference(s):

- Prefer working experience in the development and implementation of substance use disorder treatments programs, specifically with Medication Assisted Treatment
- Prefer work experience in a correctional setting
- Prefer work experience supervising other in a substance use disorder treatment program and/or correctional environment

Pre-Employment Requirements:

Employment is contingent on the selected applicant passing a background investigation and drug test.

Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
