Job Summary:

• Coordinate the preparation and implementation of grant application and grant renewal procedures for the project which includes a timeline. Work with finance staff and grant review panels to award grants/contracts

• Administer the Arizona Substance Abuse Partnership (ASAP) Council; Plan and prepare agendas, dates, and presentations for quarterly meetings

• Responsible for planning, implementation, and administration of the Trauma-Informed Substance Abuse Prevention Program (TISAPP) Grant

• Develop the Request for Grant Application document with assistance from the contracted evaluator and Governor’s Procurement Manager

• Help to support and develop implementation of Arizona Management System (AMS) metrics and standards throughout all areas of work

• Possess knowledge of concepts of substance abuse prevention, treatment and enforcement in the context of Arizona as a border state

• The Program Administrator has direct oversight of local and statewide sub-grantees and will work closely with Project Evaluators

• Programming will provide trauma-informed training, prevention education, awareness activities and services to youth and adults

• Work with and manage diverse groups of community members, constituents and state/federal agency staff members

• Maintain regular communication with other project team members, including the evaluators and grant auditor

• Monitor progress towards all grant program objectives and solicit ongoing feedback from all project partners

• Provide technical assistance to school districts and ESAs, and GOYFF funded community organizations

• Coordinate and attend all meetings related to the Substance Use Prevention Block Grant funding

• Oversee staffing of ASAP Council in compliance with the ASAP Executive Order

• Communicate with ASAP council members and executive assistants

• Provide policy and administrative direction for program funding

• Initiate and facilitate ongoing program improvement activities

• Develop and prepare federal and state reports as needed

• Some in-state and out-of-state travel is required

• Attend required state and federal meetings

• Oversight of ASAP Council workgroups

Knowledge, Skills & Abilities (KSAs):

Knowledge:

• Knowledge of and direct experience with prevention concepts such as risk and protective factors, needs assessment, and evidence-based programs

• Knowledge of and direct experience with federal contracts and grants, federal award regulations and principles, and government procurement procedures

• Knowledge of and experience with contract monitoring

• Knowledge and experience in substance abuse policy

Skills:

• Excellent organizational skills, including the ability to conduct research, coordinate multiple assignments and meet critical deadlines

• Self motivated with ability to work independently and with diverse audiences

• Experience in program development and implementation

• Excellent communication (oral and written) skills

Ability:

• Understanding of other state agencies, effective prevention programming, and Logic Models

Pre-Employment Requirements:

• At a minimum, a Bachelor’s Degree in a related field
