Job Summary:

The Recharge and Recovery Program is responsible for permitting the delivery, storage, and use of excess renewable water supplies now and in the future. This position is responsible for providing technical input to the program, utilizing knowledge in hydrology, analytical groundwater flow modeling techniques, water quality, and database application support and development.

Job Duties:

This position is responsible for reviewing hydrology submissions for permit applications and providing technical input at project review and application meetings. In cooperation with senior Program hydrogeologists, this position will assist and advise management, staff, and other professional hydrologists in developing approaches to analyze hydrologic conditions.  Along with other Program staff, this position will develop procedures for the implementation of management plan requirements and assist with the development and interpretation of Program policies.

This position will require effective intra-agency and interagency communications, in particular with ADEQ.   This position requires computer and GIS skills to conduct review of well impact analyses associated with recovery well permit applications.

Knowledge, Skills & Abilities (KSAs):

Knowledge of:

  • The occurrence, behavior, and nature of groundwater resources combined with skill in the collection, analysis, and interpretation of hydrologic and geologic data, groundwater flow equations, standards, techniques for solving groundwater problems
  • Hydrologic principles including Arizona hydrology
  • The Groundwater Code, Department rules and Statutes, Department policies, and Management Plan requirements pertaining to the Recharge Program

Skills in:

  • Strong interpersonal, written, and verbal communication skills
  • Strong customer service
  • Effective problem-solving
  • Word, Excel, and Access
  • GIS applications such as ArcGIS Pro
  • Interpreting outputs and results from analytical groundwater flow models

Ability to:

  • Apply hydrological principles and methods involving the analysis of groundwater quality and quantity problems
  • Analyze groundwater problems with standard, and innovative techniques.
  • Effectively communicate highly technical information, both verbally and in writing, to the public, departmental management, and staff
  • Work collaboratively as well as independently
  • Establish priorities in order to meet Program and team deadlines, effectively manage multiple simultaneous projects
  • Establish and maintain effective working relationships with agency staff, governmental officials, the regulated community, consultants, and the general public
Selective Preference(s):

This position requires possession of and ability to retain a current, valid state-issued driver’s license appropriate to the assignment. 

Pre-Employment Requirements:

Bachelor's degree from an accredited institution in hydrology, civil engineering, geology, watershed management or a related field, plus five (5) years of related experience, or Master's degree and three(3) years of related experience, or PhD and one (1) year of related experience.

Positions in this classification participate in the Arizona State Retirement system (ASRS). Please note, enrollment eligibility will become effective after 27 weeks of employment. The current contribution rate is 12.27%
