The Senior Procurement Specialist will serve the state by developing and implementing ADVS strategies associated with the procurement of goods and services for multiple locations within the agency. The incumbent assists management by formulating sourcing strategies based on current spending and requirements, supply challenges, and marketplace conditions, evaluates vendors based on factors such as price, quality, availability, reliability, and technical support and works with various agencies/departments to identify current and future needs based on strategic goals/objectives and will employ a suite of Arizona Management System (AMS) tools to ensure activities align with business strategies.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:

As the Senior Procurement Specialist, you will:

  • Helps develop specific contractual terms & conditions related to supplier performance management
  • Co-conduct post award & contract administration activities such as post-award meetings, renewing/extending contracts, requesting & reviewing certificates of insurance, and resolving contractual issues
  • Conduct research and analysis to prepare written determinations and justification to comply with the Arizona Procurement Code
  • Interpret the procurement code, statutes, and agency policy and procedures and confer with
    other ADVS divisions
  • Conduct supplier performance monitoring/reporting and work with internal stakeholders and customers to develop, monitor, report and hold suppliers accountable for performance measures
  • Ensure appropriate reviews are conducted and reported in accordance with contractual requirements
  • Contribute to al strategic sourcing and compliance and process continuous improvements, increasing supply knowledge
  • Partner or lead any number/variety of key Procurement/Lean project activities, including Arizona Management System (AMS)
  • Supervise purchasing staff located at the State Hornes for Veterans and other locations as assigned, complete performance evaluations, and ensure subordinate staff is trained and understands the Procurement Code and State computer systems related to their responsibilities
Knowledge, Skills & Abilities (KSAs):

Knowledge of:

  • State and federal statutes and rules related to government procurement activities and contract administration
  • Best practices to determine appropriate sourcing strategies/methods
  • Effective negotiation techniques
  • Effective techniques of relationship management, budget development and expenditure control. Solicitation techniques
  • General accounting practices as they relate to contracts and vendors
  • Sources of supply, local and national markets, and pricing trends

Skills in:

  • Conducting data analysis to produce effective and accountable contracts
  • Developing and maintaining customer and supplies relationships
  • Methods of conducting research
  • Effective transforming needs into a written solicitation/responses
  • Comprehending complex problems requiring a broad "big picture" perspective
  • Management and supervision

Ability to:

  • Implement strategic sourcing strategies
  • Establish and maintain effective customer and supplier relationships
  • Synthesize, summarize, and analyze a variety of data/sources and formulate workable recommendations
  • Work in a dynamic team environment that allows the incumbent to be responsive to changing goals and priorities
Selective Preference(s):
  • This position requires a BS/BA degree in Supply Chain, Business Management, Finance, or 5 to 7 years of relevant experience in a governmental capacity
Pre-Employment Requirements:
  • Ability to obtain and retain a valid AZ DPS Fingerprint Clearance Card
  • Requires driving or the use of a vehicle as an essential function of the job to conduct State business, then the following requirements apply: Driver’s License Requirements.

Positions in this classification participate in the Arizona State Retirement System (ASRS).  Please note, enrollment eligibility will become effective after 27 weeks of employment.
