Job Summary:

Under general direction, the Curriculum/Instructional/ Designer (CID) is responsible for instructional design project management, design, development, and maintenance of training projects of moderate to advanced difficulty that meet both learning and development industry and ADOT standards. Collaborate in all phases of the learning process to define objectives, develop content, document results, and maintenance of project/product training curriculum that meet Agency's development needs. This position will create effective and engaging learning environments informed by desired learning outcomes for ADOT divisions throughout. The Curriculum/Instructional Designer coordinates and arranges the implementation of training programs, and evaluates course effectiveness. This position will manage multiple projects at one time in various stages of development. Training projects target various program areas including, but not limited to: technical skills, safety and technology in transportation, and operations systems and maintenance. This position produces high quality and innovative learning products, accurately, on-time, and with minimal assistance. Collaborates with ADOT personnel and stakeholders and ensures standardization of all training deliverables. This position may facilitate courses for various audiences and delivery methods including virtual courses.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:

The Curriculum/Instructional Designer (CID) is responsible for development and project management of training courses of moderate to advanced difficulty. Creates learning experiences and environments. Designs learning activities, assignments, and assessments. Creates computer-based training (CBT) modules and storyboards. Analyzes, updates, and refines existing course content. Develops and designs courses and curriculum. Edits and develops online learning materials.Creates learning experiences and environments. Designs learning activities, assignments, and assessments. Creates computer-based training (CBT) modules and storyboards. Develops instructor's manuals, rubrics, and other teaching tools. Writes scripts for video and audio content.

Collaborate with other curriculum/instructional designers in all phases of the learning process to define objectives, develop content, document results, and maintenance of project/product training curriculum that meet Agency's development needs. As a subject matter expert in adult learning principles, creates engaging and effective learning environments informed by desired learning outcomes. Coordinate and implement cross-project activities and learning and development programs.

Conducts surveys, leads focus groups and attends meetings associated with various ADOT programs to collaborate with learning content subject experts to develop course content; discuss the effectiveness of training programs and identifies ways to improve results. Establish and follow standard work processes for regular audit of course effectiveness and to ensure course content and materials are up to date.

Facilitate learnings as needed using various delivery methods and training environments. Keeps current on best practices in instructional design. Works with technical staff to troubleshoot problems reported by users.

Knowledge, Skills & Abilities (KSAs):

Knowledge:
* Current adult learning principles, theories and concepts, Instructional design, models and processes such as Addie, Sam etc
* Needs assessment approaches and techniques. Instructional modalities, for example classroom learning, blended learning, massive open online courses (MOOCs), gamification, multi-device/mobile learning, and virtual reality simulations.
* Methods and techniques for defining learning and behavioral outcome statements.
* Criteria used to assess the quality and relevance of instructional content in relation to a desired learning or behavioral outcome.
* Methods and techniques for planning, designing, and developing instructional content.
* Types and applications of instructional methods and techniques, for example discussion, self-directed learning, role playing, lecture, action learning, demonstration, and/or exercise.
* How formal and informal learning experiences influence and/or support individual and group development.

Skill:

* Eliciting and using knowledge and information from subject matter experts to support and/or enhance learning Selecting and aligning delivery options and media for training and/or learning events to the desired learning or behavioral outcomes.
* Designing and/or developing learning assets, for example role plays, self-assessments, training manuals, job aids, and visual aids that align to a desired learning or behavioral outcome.
* Designing blueprints, schematics, and/or other visual representations of learning and development solutions, for example wireframes, storyboards, and mock-ups.
* Developing learning and behavioral outcome statements. Skilled in the use of industry recognized development applications (Le.Articulate 360: Storyline, Rise; Adobe Creative Cloud Suite, Captivate, Premier, Photoshop, Illustrator, Google Suite, etc) and is SCORM compliant.
*Analytical, oral and written communication skills including technical writing and proofreading. * Project management, organizational skills and time management skills.
* Strong verbal communication, customer service, team building, facilitation.

Ability:

* Produce learning materials for adult learners to include but not limited to instructor and participant guides, job aids, visuals, and elearning/computer based learnings.
* Develop high quality, innovative, creative and engaging learning programs using industry recognized applications in a variety of delivery formats.
* Facilitate and engage with adult learners in classroom, virtual and blended learning environments.

Selective Preference(s):

College degree in education, curriculum design, adult learning or related field and/or 3 or more years experience in the design, development and facilitation of adult learning in a classroom and online environment and project management.

This position requires driving or the use of a vehicle as an essential function of the job and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
