Job Summary:

The Arizona Department of Corrections, Rehabilitation & Reentry (ADCRR) is seeking a Counseling and Treatment Specialist. This position assists the Education Programs and Community Reentry (EPCR) division by providing project, administrative and professional support to the Counseling and Treatment Services Administrator and support staff. This role involves tracking, reporting, and project management for current and future state, legislative, and agency initiatives related to Residential Substance Abuse Treatment (RSAT) programs and Substance Abuse Counselor recruitment and retention. Additionally, it includes monitoring programs, projects, and assignments with a broad scope to compile program information and documentation, as well as conducting research.

***This is a grant-funded position. The grant funding ends June 30, 2025. There is no guarantee of employment beyond this date. ***

Job Duties:

- Provides project or administrative support to the Program Administrator 2 and other Program Managers as needed
- Composes professional correspondence
- Tracks incoming and outgoing special projects and assignments
- Ensures assignments delegated by the Administrator to other managers are completed within specified time frames
- Completes special projects and assignments, including tracking and compiling confidential information/documentation on various Counseling and Treatment Services related subjects
- Coordinates submission of statistics/information from various entities as required
- Tracks the Governor's initiative on attraction and retention of the Substance Counselor Request for Proposal (RFP) Contract as well as the current and future grants
- Compiles program information and documentation
- Conducts research and provides technical assistance
- Interprets rules, regulations, policies and procedures
- Participates in procurement activities through the source-to-pay procurement system
- Monitors purchasing, budget, and record keeping
- Coordinates conferences and reservations, processes hotel claims and folios, and travel claims
- Gathers, interprets, maintains, and analyzes Human Resources (HR) related data
- Develops and maintains HR procedures
- Verifies staff credentials and licenses for compliance with laws, rules, regulations, policies and procedures
- Receives, tracks, reviews, analyzes and processes confidential employee information related to health issues, leave management, investigations and discipline
- Compiles information and statistics regarding resignations, performance reviews, hires, payroll, grievances, and the Family Medical Leave Act (FMLA)
- Drives on State business
- Performs other duties appropriate to the assignment

Selective Preference(s):

Bachelor of Arts (BA) or Bachelor of Science (BS) in business administration with three (3) years of responsible experience in project coordination, budget analysis, purchasing, and tracking programs and projects

Pre-Employment Requirements:

If this position requires driving or the use of a vehicle as an essential function of the job, then the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).

Employment is contingent on the selected applicant passing a background investigation.

Retirement:

Positions in this classification participate in the Arizona State Retirement System (ASRS). Enrollment eligibility will become effective after 27 weeks of employment.
