Job Summary:

This position is responsible for difficult professional work engaging the delivery of instruction in person, virtually or hybrid, to employees agency wide including field units such as Maintenance, Construction, SLATE and construction administration. This position will deliver a variety of mandatory technical training courses, regulatory compliance, safety and other required technical training according to specific job classifications.The position ensures compliance with the Manual on Uniform Traffic Control Devices (MUTCD), additional Agency Traffic, Control standards and current Traffic, and Control work practices.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:

Delivers statewide training in person, virtually or in a hybrid environment with the overall goal of ensuring employees gain the technical expertise, perform work responsibility safely and meet regulatory compliance. Offer tailored support, advice, and motivation to employees, ensuring they are engaged and progressing well in their courses. Identify and overcome barriers to learning, adapting the delivery of training to meet the individual needs of each learner.

Assist in development and update, as needed the course content to meet the course objectives based on desired job competencies expectations. Actively participate in the development and update of curriculum that incorporates the latest trends and technologies in construction to ensure training content meets new or changing requirements.

Conduct evaluations to assess the knowledge, skills, and performance of employees on the outcome of the training. Ensure the proper use, handling, and maintenance of all training tools and equipment to guarantee safety and efficiency on the job site.

Knowledge, Skills & Abilities (KSAs):

Knowledge:
* Curriculum development to develop, update and evaluate technical training and course work
* Transportation safety, work zone certification and other related areas to develop, deliver, analyze and evaluate training
* Learning process, training strategies and training methods Administrative and Management theory and practice MUTCD, Agency Traffic Control standards and current Traffic Control work practices.
* Knowledge of job requirements for Highway Construction, Highway Maintenance, SLATE and Administration Safety policies, procedures, OSHA standards and safe work practices
* Certification and training matrix requirements Knowledge for safely and effectively performing job responsibilities.

Skill:
* Competent writing skills Organizational and presentation/oral communication skills to deliver training, workshops, seminars, webinars and on demand training to present technical information, concepts and standard work practices
* Effectively adapt and relate training to the audience and environment
* Problem solving skills
* Skilled in the use of audio visual equipment, classroom organization and time management
* Google Workspace

Ability:

* Communicate effectively both orally and written
* Evaluate and improve training programs, materials and courses
* Plan, organize and coordinate the execution of a training program
* Ability to establish and maintain effective working relations with individuals, groups, and representatives or other organizations
* Become certified in and Instructor qualified on additional curriculum
* Build strong relationships with employees in the field, fostering a transformative learning culture.

Selective Preference(s):

Five (5) years of experience in the transportation industry. Adult Education experience obtained through education and/or job experience.
Five (5) years of Traffic Control experience.

Pre-Employment Requirements:

This position requires driving or the use of a vehicle as an essential function of the job and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).

Current and Valid Traffic Control Technician/Supervisor.

All newly hired State employees are subject to and must successfully complete the Electronic Employment Eligibility Verification Program (E-Verify).
