The Arizona Department of Corrections, Rehabilitation & Reentry (ADCRR) is seeking an experienced financial problem-solver to join our team as a Financial Services Manager. This position is responsible for the financial operations of the Central Office Account Payables section ensuring the work activities comply with the State of Arizona Accounting Manual (SAAM), agency policies and procedures, and implements and maintains internal control of the section. This position is responsible for providing accurate analysis and interpretation of records of financial activities for an agency providing expert technical guidance and direction on accounting-related issues.

Job Duties:

- Manages and directs staff in the performance of functions including accounts payables
- Evaluates workloads and determines assignments
- Updates procedures, standards of work, and training for all ADCRR employees involved with the Inmate Trust Account (ITA)
- Implements procedures and new processes to improve the efficiency of the Division
- Provides oversight and support to all institutional Business Managers in the technical aspects of their duties
- Ensures the central office accounts payable unit and complexes are compliant with all financial activities and reporting requirements
- Reviews for accuracy and approves transactions processed by the accounts payable staff
- Analyzes the financial transactions and corrects as needed
- Designs procedures, streamlines processes, creates data queries, and downloads data to reconcile transactions in the Statewide Accounting System (AZ360FIN)
- Reviews daily and monthly reconciliations
- Develops program directives, policies and procedures affecting the entire agency as well as enforces standards
- Ensures that effective internal control structures are in place and that adherence to those structures exists
- Explains accounting practices and procedures to central office and complex staff
- Drives on State business that may include overnight stays
- Perform other duties appropriate to the assignment

Selective Preference(s):

- Five (5) years of experience in accounting; Two (2) years of supervisory experience
- A Bachelor's Degree in accounting or finance is preferred but not required

Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).

In an effort to maintain a safe environment, all employees are required to take a Tuberculosis (TB) test during their New Employee Orientation and every year thereafter.

Retirement:

Positions in this classification participate in the Arizona State Retirement System (ASRS). Enrollment eligibility will become effective after 27 weeks of employment.
