Job Summary:

The Department of Child Safety (DCS) is seeking an experienced Employee Relations Manager to join our Human Resources team. The ideal candidate will have a proven track record of successfully managing employee relations issues, including handling complaints, managing the progressive discipline process, and providing coaching to agency management. The Employee Relations Manager will also be responsible for investigating and resolving complex or critical employee relations issues, as well as managing and coordinating the FMLA and ADA processes for DCS.

Job Duties:
  • Manages the DCS ER unit providing direction and guidance, assigning tasks, prioritizing activities, setting unit goals, reviewing reports and making recommendations
  • Provides guidance and recommendations to management/employees on confidential employee-related issues
  • Responds to ER inquiries from employees and management providing information as requested
  • Conducts confidential investigations as directed by the Chief of HR Officer or Director’s Office
  • Plans, develops, and delivers various trainings on HR topics for managers and employees
  • Develops, reviews, revises, and implements department HR policies as directed by the Chief HR Officer
  • Performs other duties appropriate to the assignment
Knowledge, Skills & Abilities (KSAs):

Knowledge of:

  • Federal and State laws related to HR administration and employee relations
  • Arizona Revised Statutes, Arizona Administrative Code, Personnel Rules, and agency policies and directives
  • Department’s mission, goals and functions
  • Personal computers; Microsoft Office Suite
  • Management and supervision techniques

Skill in:

  • Verbal and written communication
  • Establishing and maintaining interpersonal relationships
  • Analyzing and evaluating a variety of technical and administrative data
  • Managing conflict

Ability to:

  • Plan, organize, and prioritize work activities for self and staff
  • Problem solve complex matters
  • Interpret applicable laws, rules, regulations and procedures
  • Learn and apply the Arizona Department of Administration's (ADOA) Personnel Rules
Selective Preference(s):
  • Bachelor’s degree in Business Administration, Public Administration, Public Administration, Human Resources or related field
  • Five (5) years of experience working in HR with at least two (2) years of experience in Employee Relations
  • Two (2) years of supervisory experience
  • Professional in Human Resources (PHR), Senior Professional in Human Resources (SPHR) or equivalent certification
Pre-Employment Requirements:

Must be able to secure and maintain clearance from DCS Central Registry.
