This is a unique opportunity for a current Arizona Department of Administration (ADOA) employee to take on a 1-year special assignment within Arizona Strategic Enterprise Technology (ASET).
As a key leader, you will drive the strategy and execution of a critical portal program designed to streamline service delivery for Arizonans. This involves collaborating with stakeholders across the agency, industry experts, and user groups to ensure the portal effectively helps individuals identify, apply for, and receive state benefits.
You will serve as the product owner, championing the vision for this program and guiding its development, implementation, and continuous improvement. Your leadership will be essential in fostering a collaborative and innovative environment where technology solutions are aligned with user needs and business objectives.

Strategic Leadership:
- Develop and implement a statewide vision and roadmap for the portal program, aligning with state IT strategy and goals.Define program missions, goals, tasks, and resource requirements.
- Define immediate and long-term goals, priorities, and operational plans, ensuring team goals align with organizational objectives.
- Champion a cohesive and consistent approach to improving state systems for customers.
Collaboration & Stakeholder Engagement:
- Foster collaboration with state agencies, private sector partners, and user groups to co-create and enhance the portal program.
- Collaborate with agency leaders and IT teams to ensure alignment and integration of expectations within agency operations and workflows.
- Engage with external stakeholders, industry experts, and thought leaders to stay updated on emerging technologies and trends.
- Leverage networks to define and solve problems; implement systems and procedures for consistent information sharing.
Team Leadership & Development:
- Lead and manage a team of professionals, providing coaching, mentorship, and professional development opportunities.
- Foster a culture of innovation, collaboration, and continuous learning within the team.
- Promote diversity, equity, and inclusion in recruitment, hiring, and team development practices.
- Lead the hiring process; resolve conflicts within and between projects or functional areas.
- Remain open to new ideas and approaches; create and foster communication channels for collaborative problem-solving.
Program Management:
- Lead planning and/or implementation of the program.
- Develop methods to monitor program progress and take corrective action.
- Manage the overall portal program, including potential sub-projects, operations, and strategy development.
- Manage the program based on repeatable standards and practices, defining new approaches when necessary.
- Ensure service levels and customer requirements are met.
- Prioritize and plan work activities; set goals and objectives; use time efficiently; communicate activities and results; plan the work of others to achieve agency objectives.
Governance & Compliance:
- Establish governance structure best practices and processes for effective oversight and accountability.
- Promote inclusion of state goals for the portal program in agency annual IT Strategic Plans and review plans for opportunities to advance the state's portal program vision.
- Coordinate with ASET Oversight to ensure Project Investment Justifications are aligned with the state's portal program vision.
Budget & Operations:
- Develop and monitor the department-level budget; report the overall budget to the executive team.
- Manage, monitor, and track project-related costs and department activities.
- Ensure the effective use of resources.
- Advocate for technology changes that provide value and support agency goals.
