The Division Coordinator serves as a member of the Department’s Leadership Team and reports to the Support Services Division (SSD) Assistant Director (AD). It also serves as the SSD Executive Staff officer, acting on behalf of the AD during absence carrying out all aspects of duties including those of a confidential or critical nature, and providing representation and guidance at the Executive Team level.

Job Duties:

Serves as the Division Project Leader for Operational and Implementation Planning, providing guidance and direction to Division Branch Chiefs and coordinating statewide implementation within the Division. Serves as the lead in the coordination and development of the Department's annual budgets relevant to the Division and its programs, and represents the Division and AD in providing recommendations and guidance in the development of the Department budget. Negotiates directly with other state, local, and federal agencies in the preparation of memorandum of understanding and mutual aid agreements or other items for the AD. Reviews and approves documents with delegated authority of the AD (e.g. collection and cooperative agreements). Assists the AD as requested to develop, review, and interpret various Department Rules and Policies, and develop recommendations and briefings. Serves as an advisor, member, or team leader for various Department state and federal policy, strategic, and rule-making or other high-level teams. Attends Executive Staff or Commission Meetings representing the AD in his/her absence. Serves as the Arizona Management Systems (AMS) champion for the division in implementing all phases of AMS. Compiles, reviews, and analyzes various reports, memos, and position letters related to various internal and external policies, procedures, or projects that impact the division and Department. Leads or manages special projects, facilitating communication between all divisions within the Department.

Knowledge, Skills & Abilities (KSAs):

The candidate will have knowledge of and/or in: Department and Division mission and the Director's vision, goals and objectives Title 17 and the Commission Process. Department programs and organizational structure, including divisions, branches, and associated functions. State and agency budget development and administration process. Clear understanding of funding sources, associated eligibility, and appropriation authorities. Strategic, operational, implementation and tactical planning. State personnel rules and practices, including supervision, performance evaluations, and disciplinary actions. Business governance including state procurement codes, loss controls, legislative process, public policy, natural resource management, state and federal grant administration, asset management, and information security control requirements.

The candidate must be skilled in: Financial management and budget development. Project management and planning at the strategic, operational, and implementation levels. Extensive interpersonal skills including mediation, negotiation, and conflict resolution. Analytical skills with the ability to research, evaluate, and recommend resolution. Managerial skill including planning, organizing, direction, coordinating, evaluating, controlling, budgeting, supervising, and reporting for highly complex and critical tasks, over a statewide area, multiple levels of personnel, multiple programs, multiple tasks and budgets. Staff management and employee supervision. Presentation of complex information in a clear and concise manner orally and in writing. Coordination and effective communication and issuance of tasks/assignments/information. Leadership and team building with strong verbal and written communication skills

Candidates must have the ability to: Implement change management with the ability to influence and impact others at all levels of the organization, internal and external to the Department, involving negotiation and compromise. Effectively handle difficult interpersonal situations, including tactfully handling angry and upset individuals. Analyze and interpret data (financial, legislative, workforce, etc) with the ability to effectively communicate technical information to a non-technical audience. Problem solving, establishing competing priorities, and handling a variety of sensitive and complex tasks efficiently and simultaneously. Lead complex projects and project teams from conception to implementation, including developing communication plans, operational testing, metric measurement, and coordinating deployment across the Department. Performance management with the ability to direct, coach, mentor and motivate individuals. Think strategically and apply concepts through planning processes and/or on the ground.

Selective Preference(s):

The preferred candidate will have a Bachelor's degree in a closely related field tied to business operations, planning, project management, research or analysis, public policy or administration, etc. The preferred candidate will have experience gained through at least 3 years of supervision and management, budget administration, including developing strategic and operation plans and metrics and have experience with executive level consultation.
