Manages and administers contracts for the Agency and ensures the timeliness, accuracy and quality of all solicitations, agreements, contracts, bids, and proposals. Works with Agency staff, external partners and vendors, and coordinates and communicates with contractors, consultants, and project managers regarding contract requirements, amendments and change orders. Conducts pre-bid, pre-proposal, and pre-construction meetings. trains Agency staff regarding basic public procurement and Agency policies and procedures. Assists with the management of the agency's contracts database and required procurement reports. Directs, instructs, explains, counsels, trains and supervises subordinate staff in a variety of procurement tasks and reviews work products.
This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

• Perform procurement activities in accordance with the Arizona Procurement Code (APC).
• Planning meetings with requester, conduct research of market and best approach.
• Determine appropriate source selection, prepare and distribute solicitation documents.
• Conduct pre-offer meetings.
• Secure confidentiality of offers received.
• Analyze price proposals, financial reports and other data to determine reasonable price.
• Manage evaluation committee activities, negotiate best and final offers, award contract within delegate level of authority, create and document the public record, and perform contract administration.
• Administer post aware activities such as renewal, research, mediation, and resolution of contractual issues.
• Reviews proposals for Continuing Services Agreements for architectural and engineering services to ensure compliance with contract requirements.
• Coordinates with consultants and project managers, develops final contract document and conducts award process to initiate the work.
• Administers contracts to include issuing addendums, negotiating amendments and change orders, preparing documentation, obtaining approvals, and facilitating contract close out to ensure contractual and regulatory requirements are met.
• Directs, instructs, explains, counsels, trains and supervises subordinate staff in a variety of procurement tasks and reviews work product to ensure compliance with the Arizona Procurement Code and Agency policies and procedures.
• Provides support to Chief Procurement Officer as required.
• Perform other duties as assigned as related to the position.

• Policies and Procedures, State and Federal Statutes and Rules as they pertain to soliciting
competition and contract management.
• Best procurement practices sufficient to determine appropriate method of procurement, develop
solicitation documents.
• Solicit appropriate and timely offers, evaluate offers, negotiation with offers to the extent allowed by the Arizona Procurement Code.
• Determine successful offeror(s),
• Award contracts and perform contract administration.
• Arizona State Parks Board statutes, policies, and procedures in order to develop agency contracts.

• Comprehensive knowledge of the Arizona Procurement Code, Executive Orders, Risk
Management requirements, and legislative changes in order to comply with the mandates as
related to contracts.
• Budgetary process and limitations for State and Federal funded expenditures.

• Contract budget for purpose of soliciting services to comply with the Code bidding thresholds.
• Market factors that affect availability of services.
• Arizona State accounting and travel policies and procedures.

Bachelor's Degree in Business or closely related field and at least 3 years of Procurement experience.
Pre-Employment Requirements: |
Must be able to obtain, possess and maintain a current Arizona Driver's license appropriate to assignment.
